This information is stated in the results of the People's Satisfaction Index for the service of state administrative agencies in 2025 (SIPAS 2025) announced by the Ministry of Home Affairs.
The report states the opinions and assessments of people on the development and organization of public policy implementation.
Nearly half of the surveyed people nationwide are willing to contribute opinions on local policies and the level of willingness depends on the form of asking for opinions.
In which, the form of asking for opinions at residential meetings received the highest level of willingness to participate, with 46.83% of the surveyed people choosing. Meanwhile, forms of asking for opinions via the internet only received about 10%.

Compared to 2024 and 2023, people are more willing to participate in contributing opinions to policies in localities. The level of willingness to participate in contributing opinions also varies greatly between 34 provinces and cities.
The percentage of people willing to contribute opinions through asking for opinions at residential meetings has the largest difference, up to 32%.
In 2025, 9 groups of public policies were selected to measure people's satisfaction, including: Economic development policies; Medical examination and treatment policies; General education policies; Domestic water policies; Domestic electricity policies; Social order and safety policies; Road traffic policies; Social security policies; Administrative reform policies.

The 2025 measurement results show that people's level of interest in 9 policy groups is quite high, fluctuating in the range of 77.27% - 82.16%, of which social order and safety policies are the most concerned and economic development policies are the least concerned.
Since 2023, social order and safety policies and electricity policies have always been the two policies that receive the most attention.
The level of public interest in policies in 34 provinces and cities is relatively different, ranging from 74.12% - 85.39%.

The information channels used the most by people to monitor policies in the locality are meetings, activities, and announcements in residential areas, with 47.81% of users; followed by radio, television, and newspapers, with 43.13% of users.
The internet, while being an information channel that seems easier and faster to access, only ranks third, and commune and ward loudspeakers rank fourth, with user rates of 39.11% and 38.18% respectively.
The remaining channels have a user rate of less than 20%. Information channels used by people in 2025 are at a level similar to 2023 and 2024.
Measuring people's satisfaction with the service of state administrative agencies in 2025 is being implemented nationwide with 36,000 survey phiếu in 720 communes and wards in 34 provinces and cities, collecting 35,649 valid phiếu (reaching 99.03%), ensuring representativeness and high reliability.
