On December 4, the Government Office announced that the Steering Committee on summarizing Resolution No. 18-NQ/TW has just issued Document No. 134/TB-BCDTKNQ18 announcing the conclusion of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", at the first meeting on November 30, 2024.
In order to effectively summarize the implementation of Resolution No. 18-NQ/TW and reorganize the Government apparatus, meeting the required progress and time, the Prime Minister requested to focus on the following tasks:
Ministries and agencies shall immediately establish a Steering Committee headed by a minister or head of the agency to direct the reorganization of the apparatus in the spirit of the Central Steering Committee and the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW.
Propose plans to improve the organizational structure, paying attention to having appropriate management mechanisms for corporations, general companies, and state-owned enterprises, especially large and important corporations; have solutions to solve problems related to personnel work.
The Ministry of Home Affairs continues to complete the working plan of the Prime Minister, Deputy Prime Ministers with the Ministry of Home Affairs and agencies expected to merge, consolidate, arrange functions, tasks, and organize the apparatus to implement the direction of the Central Steering Committee and the Government Steering Committee.
Study and absorb the opinions of delegates attending the meeting, complete the draft plan to arrange and streamline the organizational structure of the Party organization of the Government, ministries and agencies of the Government.
Urgently research and review to promptly issue legal documents on regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement.
Coordinate with agencies to review legal documents regulating the functions, tasks, powers, and organizational structure of ministries, propose institutional solutions, and create a legal basis for ministries and agencies to carry out work continuously, smoothly, and without interruption.
The names of agencies after consolidation, merger, and arrangement must ensure inheritance and cover the basic functions and tasks of the ministry and agency.
The Government Standing Committees in charge of the bloc directly direct the arrangement and consolidation between ministries and internal organizations of ministries and branches:
The Ministry of Planning and Investment and the Ministry of Finance assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to chair the meeting with Deputy Prime Minister Ho Duc Phoc.
The Ministry of Transport and the Ministry of Construction assigned Deputy Prime Minister Tran Hong Ha to preside.
The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment assigned Deputy Prime Minister Tran Hong Ha to preside.
The Ministry of Information and Communications and the Ministry of Science and Technology became the Ministry of Digital Transformation and Science and Technology, with Deputy Prime Minister Bui Thanh Son in charge.
The Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs assigned Deputy Prime Minister Le Thanh Long to preside.
The State Capital Management Committee at Enterprises, Vietnam Social Security, and the National Financial Supervision Committee assigned Deputy Prime Minister Ho Duc Phoc to preside.
Deputy Prime Ministers in charge of assigned sectors and Ministers, Heads of ministerial-level agencies, and Government agencies shall immediately implement the arrangement, consolidation, and plan plans; report to the Government Steering Committee from December 9 to December 15, 2024.
