On the afternoon of March 7, the Government coordinated with the National Assembly Standing Committee to organize a national online conference to disseminate and implement the laws and resolutions just passed at the 9th Extraordinary Session of the 15th National Assembly.
Presenting a summary report of the Government, Deputy Prime Minister Le Thanh Long said that at the 9th Extraordinary Session, the 15th National Assembly reviewed and passed 4 laws and 5 resolutions related to the arrangement of the state apparatus and reviewed and approved 3 other resolutions to promote the socio-economic development of the country and specific, special, urgent and necessary mechanisms and policies for a number of important projects and works. Most of the draft laws and draft resolutions are submitted by the Government.
Laws and resolutions on the organization of the state apparatus have many new, breakthrough regulations on organization, arrangement and operation, ensuring the organization of the apparatus is streamlined, effective and efficient, ensuring the unity and smooth operation of the state administration from the central to the grassroots level.
The National Assembly has passed resolutions regulating special and specific mechanisms and policies, other important, urgent and necessary contents to address new issues and new trends, and encourage the development of science and technology.
Resolution to pilot a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation to promptly institutionalize tasks and urgent solutions in Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, liberating and unlocking all resources for development;
Resolution to pilot a number of specific mechanisms and policies, especially to develop the urban railway network in Hanoi and Ho Chi Minh City with many specific regulations to create resources for investment and development of the urban railway system, meeting the needs of public transport;
Resolution on a number of special mechanisms and policies for investment in the construction of Ninh Thuan nuclear power projects, with regulations allowing the implementation of a number of special mechanisms and policies to invest in the construction of Ninh Thuan nuclear power projects, to ensure national energy security.
The Deputy Prime Minister said that in order to specify in detail the laws and resolutions passed at the 9th Extraordinary Session, the Government must issue 8 documents. In particular, most documents must be issued very urgently to ensure the same effectiveness as the law and resolution.
Ministries have proactively drafted and completed decrees, ensuring progress and quality (there is 1 decree detailing the Law on Government Organization issued); the remaining 7 decrees are being drafted, determined to submit to the Government in March 2025.
The Deputy Prime Minister said that agencies are urgently developing and issuing 55 detailed regulations that are being delayed in issuance this March, completely resolving the debt situation and issuing detailed regulations.
Urgently develop and promulgate 108 documents detailing the laws and resolutions that will take effect in the coming time.
