On March 19, Chairman of the Hanoi People's Committee Tran Sy Thanh issued a document directing the flow and shortening the processing time for groups of work procedures to achieve the city's GRDP growth target of over 8%.
The diversion and shortening of document processing time to ensure tasks and solutions to support businesses, promote investment, consumption, export and innovation are being implemented quickly and synchronously, contributing to achieving the GRDP growth target of over 8% in 2025.
The groups of work procedures that need to be prioritized include: Documents related to infrastructure investment and development; Documents related to exports, logistics and international trade; Documents related to financial support and consumer stimulus; Documents related to high-quality human resources and innovation; Documents related to digital transformation and smart infrastructure development.
The Chairman of the Hanoi People's Committee requested directors/heads of departments, branches, sectors, and Chairmen of People's Committees of districts, towns and cities to proactively review and streamline the process of handling records, applying information technology and artificial intelligence to classify records, determine priority levels for the above-mentioned work groups, ensuring the settlement period is shortened by at least 60% compared to current regulations, especially projects that can contribute directly to GRDP in 2025.
Set a "green channel" for documents coming and going (sue opinions from authorities according to administrative procedures, report to competent authorities...) to receive, process, monitor and control progress to ensure deadline requirements.
The Chairman of the Hanoi People's Committee paid special attention to 10 important projects: Renovation of the space east of Hoan Kiem Lake and renovation of Dong Kinh - Nghia Thuc Square; Tu Lien Bridge and access roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); Tran Hung Dao Bridge; Ngoc Hoi Bridge and access roads at both ends of the bridge; Renovation, upgrading and expansion of routes around West Lake; Renovation, renovation and supply of water for To Lich River; Hoa Lac High-Tech Park and projects attracting investment in Hoa Lac High-Tech Park; Hanoi High-Tech Park; Ring Road 4 - Capital Region in the city; Urban railway No. 5, Van Cao Lac, departments, localities, and branches, immediately receive the dossier from the 24th round.
The city's leaders requested that before March 25, the Department of Home Affairs and the City Public Administration Service Center publicly announce phone number information for Hotline, Electronic Information Page, Electronic Post Office, Facebook, Zalo to receive and respond to recommendations from organizations and individuals related to the delay in "greening" records but have not been responded to by the city's functional units to urge, check, and control the handling according to regulations.
The Office of the City People's Committee has sealed the "green channel" for documents arriving and departing to receive, process, control progress, report and propose the leaders of the City People's Committee to direct and resolve to ensure the deadline requirements.
