Ms. Bui Thi Minh Hoai, Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairwoman of the Central Committee of the Vietnam Fatherland Front, Vice Chairwoman of the Central Emulation and Commendation Council attended the Conference.
The summary report on the implementation of the 2025 emulation agreement of the Cluster clearly stated that in 2025, cities focused on arranging the organizational structure according to the direction of the Central Government, directing and successfully organizing the City Patriotic Emulation Congress for the period 2025 - 2030, Party Congresses at all levels and City Party Congresses for the term 2025 - 2030; cities actively participated in successfully organizing the 80th Anniversary of the August Revolution and National Day September 2nd, and at the same time focused all resources on economic development with the goal of GRDP growth reaching over 8% in 2025 and reaching double digits in the period 2026 - 2030.
Commendation work continues to have clear changes, closely following standards, subjects, and dossier procedures according to regulations; the quality of dossier appraisal has been improved; the subjects of commendation are increasingly expanded to all classes of people, direct workers in the fields of operation, work and foreigners.
Typically, Hanoi City issued many resolutions, regulations, plans and guiding documents related to political events of the country; Ho Chi Minh City developed a resolution regulating the names, subjects, and criteria for awarding Medals, launching emulation movements suitable to reality...
In particular, in response to the emulation movement "For the Poor - Leaving No One Behind" launched by the Prime Minister, cities have issued regimes and policies for people with meritorious services, poverty reduction solutions, focusing on poverty reduction in ethnic minority areas, remote and isolated areas; supporting the construction and repair of houses for the poor; mobilizing support for the "Fund for the Poor"; implementing many health and education programs to improve living standards for poor and near-poor households.
At the Conference, delegates attending discussed, shared experiences and proposed solutions to further promote the emulation movement in the Cluster to contribute to overcoming the socio-economic and national defense and security targets of 6 cities in 2026.
Speaking at the closing of the conference, Chairman of Hanoi City People's Committee Vu Dai Thang emphasized that in 2025, although there are still many difficulties and challenges, with the efforts of each locality, the socio-economy of the Emulation Cluster of 6 centrally-run cities has achieved many important results in all fields.
Accordingly, the average GRDP growth rate of the 6 cities reached about 8.82%, higher than the national average (about 8.02%); continuing to affirm its role as the locomotive, driving force leading the country's economic development. Total budget revenue of the 6 cities is estimated at over 1.74 million billion VND, accounting for about 67.7% of total state budget revenue, and at the same time mobilizing social investment resources at a record high.
Emphasizing that these results are an important premise for cities and the whole country to enter a new stage of development, implementing the 5-year 2026-2030 plan with the goal of breaking through and realizing the aspiration to develop the country, Chairman of Hanoi People's Committee Vu Dai Thang requested localities to continue to promote the results, experiences and good practices in the coming time; and at the same time effectively implement the contents signed in the 2026 emulation agreement, contributing to the successful completion of socio-economic development tasks.
In which, it is necessary to continue to effectively implement emulation movements associated with the theme of each city's year; synchronously and drastically implement resolutions of the Central Government and Resolution No. 01 of the Government; promote production, business, sustainable export development, digital economy, green economy; and at the same time pay attention to cultural and social development, building civilized urban areas, and maintaining national defense and security.
Also according to Chairman of Hanoi City People's Committee Vu Dai Thang, 6 cities need to organize well activities to celebrate major holidays and important historical events in 2026 according to the direction of the Politburo, ensuring practicality, efficiency, and thrift; and at the same time promote thematic emulation movements, creating highlights and breakthroughs in the development of each locality.
Continue to effectively implement the Law on Emulation and Commendation in 2022 and guiding documents; improve the quality of commendation work in a practical, timely, public, and transparent direction; pay attention to discovering, fostering and replicating advanced examples, especially new factors in innovation and digital transformation. Pay attention to unexpected commendations, honoring small collectives, direct workers, experts, and scientists with outstanding contributions.
Chairman of Hanoi City People's Committee Vu Dai Thang emphasized that continuing to innovate and improve the quality of emulation and commendation work will be an important driving force to promote rapid and sustainable development of cities, making positive contributions to the overall development of the country in the coming period.
At the Conference, leaders of 6 centrally-run cities signed the 2026 Emulation Agreement, expressing strong determination to successfully implement socio-economic development goals in the coming time; and at the same time honored Ho Chi Minh City as the Head of the Emulation Cluster in 2026, and Da Nang City as the Deputy Head of the Emulation Cluster.
