In 2026, competent authorities will study arranging commune-level administrative units (UAs) that do not meet the regulations. Currently, there are still 705 UAs at commune level that do not meet the standards.
However, the arrangement must still closely follow basic requirements, which is to be suitable for the specific characteristics of culture, history, tradition, ethnicity, religion, and geography.
Based on the conclusions of the Politburo, the Government will provide specific guidance and complete it completely in 2026.
Currently, the project to establish, dissolve, merge, divide administrative units, adjust administrative boundaries and rename administrative units is regulated in Resolution No. 112/2025/UBTVQH15.
Article 8 of Resolution No. 112/2025/UBTVQH15 stipulates the project on establishment, dissolution, merger, division of administrative units, adjustment of administrative unit boundaries including 5 parts and appendices as follows:
Part one: legal basis and necessity.
Part two: history of formation and current status of administrative units directly related to the establishment, dissolution, merger, division, and adjustment of administrative boundaries;
Part three: options for establishing, dissolving, merging, dividing administrative units, adjusting administrative unit boundaries;
Part four: assessing the impact and development orientation of administrative units after establishment, merger, division of administrative units, adjustment of administrative unit boundaries. In case of dissolution of administrative units, only impact assessment is carried out;
Part five: conclusions and recommendations.
The appendix attached to the project includes: a summary table of standards of administrative units; tables and data sheets certified by competent authorities as a basis for determining the standards of administrative units; 1 map of the current status of administrative unit boundaries directly related to the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries and 1 map of the plan for establishment, merger, division, and adjustment of administrative unit boundaries;
In addition, there is also 1 documentary film (from 15 to 20 minutes) about the location, current status of socio-economic development and infrastructure of the area proposed for establishment, dissolution, merger, division, and adjustment of administrative unit boundaries; dossiers of urban classification for cases of city establishment; documents of competent authorities deciding or confirming the specific elements of administrative units (if any).
Regarding the data in the project on establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries, it is stipulated as follows:
The natural area of administrative units is provided by the provincial-level People's Committee in the project and is responsible for accuracy, ensuring consistency with the data on the natural area of administrative units announced by the Government;
The population size of the administrative unit includes the permanent population and the temporary population provided and confirmed by the competent police agency.
The scale of urban population is defined as the scale of population in the area that has been classified as urban according to the provisions of the Resolution of the National Assembly Standing Committee on urban classification.
The urbanization rate is determined according to the provisions of the Resolution of the National Assembly Standing Committee on urban classification;
The data evaluating the standards of administrative units in the project on establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries is the data as of December 31 of the year immediately preceding the year of sending the project dossier to the appraisal agency; provided by the project-making agency, responsible for accuracy.
