Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the implementation of the arrangement of administrative units at all levels and the organization of local government at both levels.
The number of commune-level positions after the reorganization period and when the local commune-level government comes into stable operation is expected to be 199,260 positions for cadres and civil servants. Accordingly, it is expected to reduce about 110,786 people (due to restructuring according to job positions, retirement, and severance according to policies).
The number of endorsed non-professional workers at the commune level nationwide is more than 120,500 people.
According to Decree 33/2023/ND-CP of the Government on the title of non-professional workers at the commune level, the number of non-professional cadres at the commune level is calculated according to the type of commune-level administrative unit, specifically: Type I is 14 people; Type II is 12 people; Type III is 10 people.
The title of non-professional activist at the commune level shall be submitted by the Provincial People's Committee to the Provincial People's Council for regulation.
In Hanoi, according to Resolution 18/2023/NQ-HDND, there are 10 positions of non-professional activists of communes, wards and towns including: Commune-level Party Committee Office; In charge of commune-level communication work; Deputy Commander of the Military; Vice President of the Fatherland Front; Vice President of the Veterans Association; Vice President of the Women's Union;
Vice Chairman of the Farmers' Association (for communes and wards and towns with farmers' associations); Deputy Secretary of the Ho Chi Minh Communist Youth Union; Chairman of the Association of the Elderly; Chairman of the Red Cross Society in communes, wards and towns.
In Ho Chi Minh City, Resolution 02/2024/NQ-HDND stipulates the positions of non-professional workers at the commune level including: Party Committee Office; Deputy Head of the Party Committee Inspection Committee; Standing member of the Mass Mobilization; Propaganda; Vice Chairman of the Vietnam Fatherland Front Committee; Vice Chairman of the Vietnam Farmers' Union; Deputy Secretary of the Ho Chi Minh Communist Youth Union;
Vice President of the Vietnam Women's Union; Vice President of the Vietnam Veterans Association; President of the Elderly Association; President of the Red Cross Society; Deputy Commander of the Military Command; Gender Equality - Children; Information Technology; Population - Family Planning; Labor - Invalids and Social Affairs; Economic responsibility; Treasurer - Secretary - Arbitration are also positions of non-professional workers at the commune level.
Previously, the Ministry of Home Affairs sent an official dispatch to the People's Committees of provinces and centrally run cities on policies for part-time workers at the commune, village and residential group levels.
The document clearly stated that because the current monthly allowance for part-time workers at the commune level, in villages and residential groups is not high, the allowance for these subjects is redundant due to the arrangement of administrative units at the commune level.
Therefore, in order to facilitate the settlement of policies for part-time activists at the commune, village and residential group to rest immediately under the Conclusion of 137-KL/TW in 2025, the Ministry of Home Affairs proposed the provincial People's Committee to study the proposal of policies for non-specialized activists at the commune, village, residential group and send them to the Ministry of Home Affairs so that this agency will summarize and submit to the Government for consideration and decision.
