On July 23, the Government Office said it had just issued Notice No. 396/TB-VPCP summarizing the conclusion of Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang at a working session with leaders of Bac Ninh province.
The Deputy Prime Minister requested Bac Ninh to closely follow the GRDP growth target for 2026 from 12.5-13%, review the growth momentum of each industry, each project, each area, especially in the fields of processing and manufacturing industry, infrastructure construction, import and export, logistics, trade, services, public investment and investment attraction. Strive to disburse 100% of public investment capital in 2026.
Focus on removing difficulties and obstacles for key projects, ensuring the handover of clean ground for the entire Gia Binh International Airport project according to schedule and works serving APEC 2027; accelerate the deployment of traffic routes connecting with Hanoi and related areas.
Regarding industrial development, gradually shift from large-scale production and assembly centers to high-tech industrial centers; gradually reduce dependence on the FDI sector through developing domestic enterprises, increasing the localization rate, building a network of satellite enterprises and supporting industrial enterprises with sufficient capacity to participate more deeply in the global value chain.
Continue to strongly promote the attraction of FDI enterprises according to Resolution No. 10-NQ/TW on economic development with foreign investment capital; in which attracting new generation FDI enterprises, shifting from individual investment models to building a development ecosystem in Vietnam.
At the same time, strengthen strict control and handle transfer pricing and tax evasion in the FDI enterprise sector.
The province needs to strongly transform awareness and thinking from focusing on meeting housing ownership requirements to ensuring the implementation of people's right to housing; the state invests and encourages businesses to invest and develop rental housing.
Thus, workers and laborers in industrial parks who do not have sufficient conditions to own houses will have the opportunity to access rental housing at reasonable prices.
The province ensures smooth operation of local governments at 2 levels. Focus on training and fostering commune-level cadres, especially in the fields of land, planning, construction, investment, science and technology, innovation and digital transformation. Strengthen discipline and order in parallel with innovation and creativity and encourage and protect cadres who dare to think and dare to do for the common good.
Promote administrative reform, improve the investment and business environment, taking the satisfaction of people and businesses as a measure.
Proactively reflect to competent authorities on unreasonable regulations, mechanisms, and policies to study, adjust, and ensure the reduction and simplification of administrative procedures and business conditions that are substantive and suitable to reality.
Building a team of professional, clean, and dedicated cadres to serve the people; promoting the accountability and setting an example of cadres and civil servants.
Research growth models associated with harmonious and sustainable development; promote the development of social infrastructure, international schools, high-quality hospitals, international hospitals; cultural institutions such as cultural parks, entertainment areas... these are very essential services to serve Bac Ninh people, foreign experts and workers working in the locality.
