Today, the 2nd Conference of the 14th Central Executive Committee opens in the context that the entire Party, people, and army are excited, happy, and confident in the very good success of the 14th National Party Congress and the results of the 16th National Assembly election and People's Councils at all levels for the 2026-2031 term. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates to attend the Conference, and would like to send to them my best wishes for health, happiness and success.

This conference will consider, discuss and decide on many particularly important contents, of fundamental significance to the task of successfully implementing the Resolution of the 14th Party Congress, directly related to the quality of leadership, ruling and combat strength of the Party; related to the effectiveness and efficiency of the entire political system's activities; related to the rapid and sustainable development of the country in the period 2026–2031 and the following years. The issues discussed and resolved at the 2nd Central Conference are the "legal corridors", "operation rules", "discipline principles", "action standards" to bring the Party's Resolution into life, creating a solid foundation for realizing the two 100-year strategic goals of the nation.
The content of the Conference needs to be resolved a lot, very broad, very difficult, all are things that need to be done, need to be done immediately, and cannot be delayed. We will discuss the full-term working program of the 14th Central Executive Committee; Working regulations of the Central Executive Committee, the Politburo, the Secretariat; Regulations on the implementation of the Party Charter; Regulations on inspection, supervision, and Party discipline; Working regulations of the Central Inspection Committee; Regulations on political and ideological work in the Party; Summary of some major resolutions of the Central Government on inspection and supervision, on corruption prevention and control, wastefulness, and negativity; Considering personnel work for leading state agencies in the 2026–2031 term; Giving opinions on the 5-year socio-economic development plan for 2026–2031, national financial plan, medium-term public investment plan for 2026–2031 and some other important issues. These are the work of the Party but also the work of the country, of the nation, of the people; are decisions related to the quality of institutions, the quality of the apparatus, the quality of cadres, the quality of administration and the quality of national development in the new period.
The 2nd Central Committee Conference takes place in the context of the world and regional situation continuing to fluctuate very quickly, very strongly, and very difficult to predict. Strategic competition between major countries is increasingly fierce. Conflicts in geopolitics, geo-economics, technology, energy, supply chains, data and markets are profoundly changing the development environment of countries. Domestically, after the success of the XIV Congress and the "16th General Election", we are facing a great opportunity to break through, but also face very high requirements for innovation in growth models, growth rates, institutional improvement, improving the quality of cadres, reorganizing development space, effectively operating the 2-level local government model, building a streamlined, effective, efficient apparatus and unlocking all resources for development. The 14th Congress has clearly defined: must develop faster and more sustainably, must comprehensively improve people's lives, consolidate strategic autonomy, strive to become a developing country with modern industry, high average income by 2030, and a developed country with high income by 2045. To do so, the Party must be stronger, the organization must be tighter, discipline must be stricter, leadership methods must be more innovative, and actions must be more drastic.
I want to emphasize 4 major requirements for this Conference.
must deeply realize that this is a Conference that lays the foundation for operation for the entire term. The full-term working program, working regulations, regulations on the implementation of the Party Charter, regulations on inspection, supervision, discipline, on ideological work, on coordination mechanisms, on key personnel of the state apparatus... are the "structure" of the organization, the "guideline" of power, the "standard" to maintain principles, the "mechanism" to control power, the "tool" to promote democracy in parallel with strict discipline and order. We must prepare well to create order, rhythm, effectiveness, and increase combat strength for the entire term. Therefore, each content must be carefully considered, closely compared with the Party Charter, with the Constitution, with the requirements of building a socialist rule-of-law state, with the requirements of building a clean and comprehensively strong Party and with the vivid reality of life.
must thoroughly grasp the spirit of innovating the Party's leadership method. Our Party is the leading force of the State and society; the Party's leadership is absolute, direct, and comprehensive. Therefore, it is necessary to constantly innovate leadership methods so that leadership is increasingly more accurate, more accurate, more scientific, and more effective. Innovate so that the Party leads with a better strategic vision, with a more synchronous institution, with stricter inspection and supervision, with stronger examples, with more accurate cadre selection, with clearer decentralization and delegation of power, with closer urging implementation, with more timely practical summaries, with faster policy responses to major changes in the world and domestic development requirements. Innovating leadership methods is to strengthen the Party's ruling capacity, organizational capacity, combat strength and prestige and position in the new conditions.

This is not only the work of "keeping internal affairs", but a vital issue of the Party, a prerequisite for maintaining the people's trust, maintaining discipline, unity throughout the Party, ensuring that the correct guidelines are strictly implemented, for power to be tightly controlled, for cadres to be trained and screened regularly. Summarizing 20 years of implementing resolutions on strengthening inspection and supervision work and on corruption prevention and control, wastefulness, and negativity must be done with a very drastic, frank, very scientific, very practical, and humane spirit; clearly see what is gained to promote, clearly see what is not gained to correct, clearly see institutional gaps, supervisory gaps, and responsibility gaps to promptly supplement and improve. It is necessary to make inspection and supervision a regular, proactive, deterrent, warning, preventive and educational leadership method; to make the work of preventing and combating corruption and wastefulness deeper, stricter in mechanism, stronger in action, and more effective in results.
must closely link Party building work with the task of developing the country and improving people's lives. All regulations, rules, policies, and decisions of the Central Government must aim for one goal: to make the Party stronger, for the country to develop faster and more sustainably; to make the apparatus more complete to serve the people better; to make cadres cleaner and more stable so that people are more confident; to make the operating mechanism clearer so that localities are more proactive; to make resources more strongly unlocked so that the economy grows faster; to make the goals to 2030 and 2045 more realistic. The 5-year socio-economic development plan for 2026–2031, the national financial plan, and the medium-term public investment plan this time must be considered not only with ordinary management thinking, but with strategic thinking to create strategic autonomy, create motivation and motivation in the face of the country's development requirements in a deeply changing international environment. We must have a long-term vision, drastic action, allocate resources in the right focus, unlock all resources for growth, create a new and open development space, and especially create motivation, capacity, and conditions for local authorities at both levels to operate effectively and creatively, serving people and businesses better and more perfectly.
It is especially important that we must discuss and find ways to increase GDP growth by over 10% in the entire 2026-2031 term and the following years. The task of developing the country is a comprehensive and consistent task. Identifying the right development model and creating economic growth speed is a very central and core issue. The urgent issue today is to combat economic crises and conflict wars. Preventing these two threats is the premise for us to succeed in the task of developing the country today and in the future.

I propose that each Central Committee member maximize their intelligence, bravery, and responsibility to the Party, to the people, and to history; carefully study documents, speak concisely, go straight to the issue, clearly state their opinions, clearly argue, clearly propose, clearly choose options so that when they have decided, they are highly unified. The Central Committee must truly be a center of unity, a place of convergence of intelligence, breakthrough in strategic thinking, strict in speaking discipline, in organizational discipline, strong in the spirit of daring to think, daring to decide, daring to do, daring to take responsibility before the Party and the people.
I propose that throughout the Conference process, comrades must maintain principles, strictly maintain discipline and order, promote democracy in parallel with promoting responsibility so that the decisions adopted must truly be the crystallization of collective wisdom, vivid reality, strategic vision and spirit of innovation, paving the way for development, consolidating trust, strengthening the Party's leadership and creating more strength for the entire political system.
The 14th Party Congress pointed out the new development direction of the country. The 2nd Central Conference is responsible for turning the spirit, aspirations, determination and major direction of the 14th Congress into an operating mechanism, into an organizational framework, into an action principle, into the Party's actual ruling capacity throughout the entire term.
With that spirit, I declare the opening of the second Conference of the 14th Central Committee of the Party.
