On the morning of March 23, 2026, at the Party Central Committee Headquarters, the second Conference of the 14th Party Central Committee solemnly opened.
General Secretary To Lam chaired and delivered the opening speech at the Conference.
Politburo Member, National Assembly Chairman Tran Thanh Man chaired the opening session.
At the Conference, the 14th Central Executive Committee of the Party considered, discussed and decided on many particularly important contents, of fundamental significance to the task of successfully implementing the Resolution of the 14th Party Congress, directly related to the quality of leadership, rule and combat strength of the Party; related to the effectiveness and efficiency of the entire political system; related to the rapid and sustainable development of the country in the period 2026-2031 and the following years.
Speaking at the opening, General Secretary To Lam stated clearly: The issues discussed and resolved at the 2nd Central Conference are the "legal corridors", the "rules of operation", the "principles of discipline", the "standards of action" to bring the Party's Resolution into life, creating a solid foundation for realizing the two 100-year strategic goals of the nation.
The General Secretary emphasized that the content of the Conference needs to be resolved a lot, very broadly, very difficultly, all are things that must be done, need to be done immediately, and cannot be delayed.
The conference will discuss the full-term working program of the 14th Party Central Committee; Working regulations of the Party Central Committee, Politburo, Secretariat; Regulations on the implementation of the Party Charter; Regulations on inspection, supervision, and Party discipline; Working regulations of the Central Inspection Committee; Regulations on political and ideological work in the Party; Summary of some major resolutions of the Central Government on inspection and supervision, on corruption prevention and control, wastefulness, and negativity;
The second Conference of the 14th Central Executive Committee of the Party will also consider the personnel work of leading state agencies for the 2026-2031 term; Giving opinions on the 5-year socio-economic development plan for 2026-2031, the national financial plan, the medium-term public investment plan for 2026-2031 and some other important issues.
These are the work of the Party but also the work of the country, of the nation, of the people; are decisions related to the quality of institutions, the quality of the apparatus, the quality of cadres, the quality of administration and the quality of national development in the new period.
According to the program, the Conference will be held until March 27, 2026.
