In the afternoon of March 3, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Party Central Committee Office and advisory agencies to review the working program of the Politburo and the Secretariat, especially the tasks for the first quarter of 2026; on the preparation for the 2nd Conference of the 14th Party Central Committee.
Also attending the working session were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo Members, Secretary of the Party Central Committee: Head of the Central Internal Affairs Commission Le Minh Tri; Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi; Chief of the Party Central Committee Office Pham Gia Tuc.
Speaking at the working session, the General Secretary stated clearly that the Resolution of the XIV Congress sets very high requirements, a very large workload, many tasks are very difficult; many backlogs of many years must be focused on resolving thoroughly; therefore, we must complete the tasks of each month, each quarter to be able to complete the tasks of each year and the entire term.
It is not just "pointing out" the tasks that require completion with very high quality, very new. It is less than a month until the end of the first quarter while the workload is very large (the Politburo and the Secretariat still have projects submitted to the 2nd Plenum of the Central Committee), not to mention many unexpected tasks that must be resolved.

At the Conference, the General Secretary requested the Office of the Party Central Committee and advisory agencies to report on reviewing the working program of the Politburo and the Secretariat, especially the tasks for the first quarter of 2026; on the preparation for the 2nd Conference of the 14th Party Central Committee; recommendations and proposals on related issues to ensure the completion of all tasks according to the set program and plan.
The General Secretary noted that the Office of the Party Central Committee continues to coordinate with agencies to review and supplement projects to fully implement the key contents of the Resolution of the XIV Congress, and the directions of the Politburo and the Secretariat.
The General Secretary also requested the Office of the Party Central Committee to urge agencies to accelerate the progress of building projects to submit to the Politburo and the Secretariat in the second quarter. On that basis, develop a detailed schedule for meetings of the Politburo and the Secretariat.
Review and arrange the time for projects to be submitted to suit the time
Regarding ensuring the resolution of all tasks according to the Program, the General Secretary reiterated that it must still be within the authority, not everything is submitted to the Politburo or the Secretariat.
The General Secretary noted 2 issues. First, it is necessary to review and arrange the submitted projects to suit the time.
Second, it is necessary to urge agencies to prepare well the quarterly periodic contents of the Politburo to listen to reports on the country's situation, the situation of the contingent of cadres under the management of the Politburo and the Secretariat, the situation of localities, the activities of local authorities at 2 levels, and thematic study sessions of the Politburo and the Secretariat.
These are contents that must be regularly reviewed and reported periodically" - the General Secretary stated clearly.
Based on the emerging complex situation, proactively propose agencies to report and propose to the Politburo and the Secretariat for directing opinions, not to be passive or surprised.
The General Secretary requested that, in the immediate future, focus on coordinating with agencies to carefully prepare the content, program, and conditions for organizing the 2nd Conference of the Party Central Committee according to the set program and plan.
Including groups of issues on personnel organization work; projects and working regulations of the Central Executive Committee, Politburo, Secretariat, working regulations of the Central Inspection Committee, full-term working program of the Central Executive Committee; Group of issues on basic regulations of the Party; Group of issues on summarizing major resolutions on internal affairs, inspection and supervision, resolutions on corruption prevention and control, wastefulness, negativity, resolutions on strengthening inspection and supervision work; Group of issues on socio-economics.
The General Secretary requested the Office of the Party Central Committee to urge agencies to prepare carefully and with quality projects to submit to the Politburo, and send them early for the Central Government to study, with the goal of sending them one week in advance.
