Dear delegates attending the Conference,
The 14th Conference of the 13th Party Central Committee completed all the contents and programs set out with high consensus and good quality. On behalf of the Politburo and the Secretariat, I would like to thank the Central Committee members for their dedicated, enthusiastic, straightforward, and honest work in the spirit of revolutionary attack, with high responsibility as Central Committee members.
After two working days, the Central Executive Committee decided on many important contents, including: agreeing on the number of personnel of the Politburo and the Secretariat of the 14th tenure; agreeing on personnel introduced to participate in the Politburo and the Secretariat of the 14th tenure, some contents related to senior personnel of the Party and State; agreeing on the content of issues preparing to organize the 14th National Party Congress.
Before concluding the Conference, I would like to summarize the main results and the work to be done from now until the 15th Central Conference and the 14th National Congress of the Party.
First: The Central Executive Committee discussed democratically and carefully with high consensus on personnel introduced to participate in the Politburo and the Secretariat of the 14th tenure. The Central Executive Committee assigned the Politburo and the 14th Congress's personnel subcommittee to continue reviewing and supplementing personnel plans in accordance with the direction of personnel work of the 14th Party Central Committee and the personnel work process set out to report to the Central Executive Committee for consideration and decision at the upcoming 15th Central Conference.
The Central Committee highly agreed with the expected contents of the Congress Program, working regulations, election regulations at the Congress and reported on the preparation for the 14th Congress. The Central Executive Committee assigned the Politburo to absorb the Central Committee's opinions and continue to complete the drafts to submit to the 14th Congress for consideration and decision.
Second: The Central Executive Committee reviewed and gave opinions on the report reviewing the leadership and direction of the 13th Central Executive Committee; report on the implementation of the Working Regulations of the 13th Central Executive Committee, Politburo, and Secretariat; Report on the implementation of the Working Regulations of the 13th Central Inspection Committee; Report on important tasks that the Politburo has resolved since the 13th Central Conference to the 14th Central Conference. The Central Executive Committee assigned the Politburo to study and absorb the opinions of the Central Committee, continue to complete the summary reports and hand them over to the Central Executive Committee and the 14th Central Inspection Committee for consideration and decision to amend and supplement the Working Regulations for the coming term.
Third: The Central Executive Committee assigned the Politburo to direct the Document Subcommittee and relevant agencies to absorb comments from political organizations and people to complete one more step of the Draft documents. Urgently and seriously synthesize, absorb and explain comments to complete the Draft Documents to submit to the 15th Central Conference for consideration and completion to submit to the 14th National Party Congress.
Fourth: The 14th Central Conference highly agreed with the review of the leadership and direction of the 13th Central Executive Committee, Politburo, and Secretariat, and at the same time agreed to assess: in the context of many difficulties and challenges, the domestic and international situation has developed rapidly and complicatedly, with many issues beyond forecasts; natural disasters and epidemics have occurred in many places... But the Central Executive Committee, Politburo, Secretariat, and key leaders have truly been a united, united, exemplary, exemplary, courageous, intelligent, steadfast in the Party's viewpoints and guidelines, promptly making correct and appropriate decisions, solving many important issues of socio-economics, national defense, security, foreign affairs, Party building and the political system. Comprehensively and synchronously promoting the cause of innovation, promoting the strength of the great national unity bloc, organizing the implementation of the 13th Congress Resolution with many very important, comprehensive, and breakthrough achievements, achieving many outstanding marks, creating a premise for development for the following terms.
The Central Executive Committee, the Politburo and the Secretariat have led and directed the drastic implementation of the Central Resolutions, especially Resolution 18 on reorganizing and streamlining the apparatus of the political system, to be completed 5 years earlier, creating a "push", a "turning point" in implementing and organizing the implementation of the Party's Resolutions in the new situation. Continue to remove difficulties and obstacles in institutions, improve policies and legal corridors and effectively resolve difficulties, obstacles, limitations and weaknesses that have lasted for many years. Maintaining macroeconomic stability, inflation is controlled and maintained at a low level; attracting foreign direct investment increases; the investment and business environment, trade balance is improved; the growth model shifts in a positive direction. Continue to effectively implement 3 strategic breakthroughs; people's lives have improved significantly. Maintain the independence, sovereignty, territorial integrity of the Fatherland, national and ethnic interests; create a peaceful and stable environment for national development, actively and responsibly contribute to peace and stability in the region and the world. The prestige and position of the Party and the country has been increasingly enhanced in the international arena, and has been trusted and highly appreciated by cadres, party members and people.
The Politburo issued 7 strategic resolutions, Resolutions 57-59-66-68-70-71-72. This is a premise and a particularly important political and legal basis for us to realize the country's development goals in the new period, in implementing the double-digit economic growth target for many years to come and successfully implementing the two 100-year goals.
However, the leadership and direction of the Central Executive Committee, the Politburo, and the Secretariat for the 13th Congress still has some limitations: The institutionalization and concretization of some Party resolutions is still slow; Leadership and direction of state management in the socio-economy, ensuring political security, social order and safety, and protecting natural resources and the environment still has some limitations and inadequacies. The implementation of some key projects and disbursement of public investment capital have not met requirements; the lives of a part of the people are still difficult; at times, in some places, the construction and implementation of guidelines, policies, laws and the implementation of public duties are not complete; discipline and order at times, in some places are not strict.
The above shortcomings and defects have objective and subjective causes, but are mainly due to subjective factors. The leadership methods and measures of some Party committees and Central Committee members in some areas are still limited; not focused, not drastic and timely; not strongly promoting the role, responsibility, dynamism, creativity, daring to think, daring to do, daring to take responsibility in the leadership, direction and management of the leader.
Fifth: The brightest and most breakthrough in implementing Resolution 18 is to organize the implementation of the two-level local government model and reorganize the administrative boundaries at the provincial and commune levels, creating space, potential and development opportunities for the country in the new era.
The 3-level government model has been in operation for 4 months, the initial results are positive, increasing creativity, increasing effectiveness and efficiency in serving the people and developing the socio-economy; the masses support and believe that people and businesses have initially seen more substantial opportunities, rights and obligations of citizens; the social life is more bustling and joyful. To promote those positive factors, I suggest that local Party committees and authorities at all levels, especially Central Committee members, pay more attention to the task of supporting and creating conditions for the 3-level government model, especially paying attention to the two levels of local government, to operate truly effectively and efficiently, achieving the goals set by the Party, in which the three main goals are to maintain a peaceful and stable environment; develop quickly and sustainably; constantly improve the material and spiritual life of the people.
In the coming time, I request that, in addition to the contents I raised in the Opening Speech of the Conference, you need to focus on handling the following key points: (1) The entire political system continues to care for and create an effective and efficient two-level local government model, (2) Inter- definite authority division between 3 levels for each field, eliminate overlap, and not leave vacant tasks. (3) Decentralization with control; strongly shifting to post-inspection; organize internal audits in the Province/Commune. (4) Public finance is allocated according to results, according to local characteristics. (5) Early determination of job positions, product contracts; compulsory training in expertise, professionalism, and data management. (6) Organize a single-stop-shop; eliminate the "ask - give" mechanism, increase the responsibility of the head. (7) Building shared data, connecting residents - land - social security - enterprises; real-time updates from the grassroots to the Central level.
The consistent principle is "locality decides, locality does, locality is responsible" and "clear people - work - time limit - resources - responsibility", "Central sets an example, locality responds", "For the people to serve", "Results and work products are the highest measure of the qualifications and qualities of cadres".
Sixth: Now that it is almost the end of 2025, there is not much time left until the 14th Congress, while we have a lot of work to do, many work targets must be completed in the last month of the year, while storms, floods, and natural disasters occur in most localities. Therefore, I suggest that the Central Committee members should further uphold their sense of responsibility towards the country and the people, focus on leading and directing the implementation of the work of their units and localities, ensuring the completion of the targets set out in the Resolution of the 13th National Party Congress, Resolutions of Party committees at all levels; urgently organize the implementation of the conclusions of the 14th Central Conference to contribute to the success of the 14th National Party Congress.

The situation of natural disasters, floods, inundation, and landslides in recent times has been very complicated, seriously affecting people's lives and socio-economic development goals. Storm No. 13 is likely to make landfall in the Central - Central Highlands region today, so the 14th Central Conference ended earlier than expected so that comrades could return to their localities to focus on directing storm and flood prevention work in the spirit of "Protecting people's lives and property is paramount, first of all, all for the people"; deploy a plan 4 on-site to work with the people to respond and overcome the consequences of the storm; the Ministries of National Defense, Public Security, Finance... proactively support localities in areas affected by natural disasters.
