On July 22, 2025, Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung signed and issued Official Letter No. 16188-CV/VPTW "On the announcement of the Secretariat's direction on responding to storm No. 3 (Wipha)".
Official dispatch sent to: Provincial Party Committees, City Party Committees, Party Committees directly under the Central Government; Central Party Committees; Party Committees of ministries, branches, and socio-political organizations at the Central level; Party Committees of Central Public Service Units; members of the Central Party Executive Committee.
Accordingly, at the meeting on July 22, 2025, in response to the complicated developments of Storm No. 3 (international name Wipha), implementing the opinion of General Secretary To Lam, the Secretariat directed to strengthen urging, inspecting, and responding to Storm No. 3, minimizing damage.
This is a very strong storm, moving quickly, the scope and intensity of influence at sea and on land is very large and dangerous. According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will continue to strengthen (the strongest wind at sea can reach level 12, gusting to level 15); from July 22, coastal areas from Quang Ninh to Thanh Hoa will be directly affected by the storm, causing strong winds and heavy rain in the Northern provinces and the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh).
To proactively respond to storms and heavy rains, the risk of flash floods, landslides, inundation, and ensure the safety of people's lives and property and State assets, the Secretariat requires Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations not to be subjective, strengthen direction, urging, inspecting, and responding to storm Wipha, minimizing damage; daily updating the situation, sending reports to the Party Central Committee Office (before 4pm every day).
The Secretariat assigned the Central Party Office to preside over and coordinate with relevant agencies to monitor and summarize the situation, daily report to the Politburo and the Secretariat on the relevant situation.
