Secretariat issues deadline to thoroughly handle violations in personnel work

The Secretariat issued a deadline to thoroughly handle any remaining violations in personnel work in the past.

On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 232-KL/TW in 2026 of the Secretariat on handling cases of violations that still exist in personnel work.

In this conclusion, the Secretariat clearly stated that in the past time, there were still some agencies, units, and localities that were not decisive, showed signs of evasion, and did not focus on reviewing and fully implementing the requirements in the conclusions of the Secretariat, leading to some backlog and prolonged violations that have not been handled and completely overcome, affecting the arrangement, arrangement, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees.

The main reason is that some Party committees, Party organizations, and leadership collectives, especially heads, have not upheld the spirit of responsibility in strictly implementing the conclusions of the Secretariat; in some places there are signs of negativity and abuse of power in personnel work; the capacity of the staff doing advisory work is still weak; inspection, supervision, and examination work has not been given due attention; responsibility of Party committees, Party organizations, Party organizations, leadership collectives, heads of agencies, units, organizations and individuals involved in allowing violations to occur or allowing violations to remain for a long time has not been handled.

To thoroughly handle the remaining violations, the Secretariat requests Party committees, Party organizations, collective leaders and heads of agencies and units to strictly implement a number of contents.

In which, the Secretariat agreed to continue to improve according to the Secretariat's conclusions for the following cases:

- Previously reviewed, but due to the fault of agencies and organizations, it was not detected (there were 234 cases).

- Violations occurred before December 28, 2017, have fully completed the standards and conditions but have not been handled and overcome according to the conclusions of the Secretariat (364 cases).

- Has been handled and overcome according to the conclusions of the Secretariat, but the time to complete the process of handling and overcoming is delayed according to regulations (in 3 cases).

The Secretariat requests the handling and overcoming of existing problems to ensure compliance with the Secretariat's guidelines and conclusions, and to be completed before March 31, 2026.

Party committees, Party organizations, leadership collectives, and heads are required to strengthen leadership and direction:

- Strictly implement Party regulations, State laws and concretize processes and procedures on personnel work, ensuring strictness; focus on handling and thoroughly overcoming violations that still exist in personnel work and recruitment work at agencies and units under management before March 31, 2026, in accordance with the policy and conclusions of the Secretariat.

After the above deadline, do not consider handling outstanding violations; and at the same time terminate salary payment for cases where relevant decisions must be canceled or revoked.
