On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and promulgated Regulation No. 393-QD/TW of the Secretariat on the functions, tasks, and organizational structure of provincial and city political schools.
Provincial and city political schools have the function of training and fostering leaders and managers of agencies and units of the socio-political system, wards, special zones; cadres, civil servants, public employees, people working in mass organizations assigned tasks by the Party and State in localities and according to decentralized training tasks on: Political theory; Party guidelines and policies, State policies and laws; state management; knowledge and skills of leadership and management; professional and professional knowledge on Party building, government, Fatherland Front and socio-political organizations; knowledge of a number of other fields; participating in summarizing practice, scientific research on Party building, building the political system in localities.
Regarding the organizational structure, staff, and leaders of provincial and city political schools, including: Principals and no more than 2 Vice Principals; Le Hong Phong Cadre Training School in Hanoi City has no more than 3 Vice Principals.
Provincial and city political schools are established with a maximum of 5 faculties and departments; orientations are as follows: Faculty of Basic Theory; Faculty of Party Building; Faculty of State and Law; Department of Management, Training, Fostering and Scientific Research; Department of Organization, Administration, Information, and Documentation.
The payroll of provincial and city political schools is considered and decided by the Standing Committee of the Provincial Party Committee and the City Party Committee based on the total payroll assigned by competent authorities; meeting requirements and tasks; cadre and employee structure; in accordance with the approved standards for titles and job positions; ensuring the implementation of payroll streamlining, improving the effectiveness and efficiency of operations.
The structure of teaching and research staff is at least 75% of the total number of officials and employees. To serve teaching work, provincial and city political schools are allowed to implement the regime of concurrent lecturers and visiting lecturers.
Provincial and city political schools have working headquarters, facilities, seals, private accounts and are allocated operating funds according to regulations. The finances of provincial and city political schools are guaranteed by the local budget according to the provisions of the State Budget Law.
