On the afternoon of July 21, information from the National Civil Defense Steering Committee to respond to storm No. 3 (Wipha), the Ministry of National Defense mobilized 346,210 officers and soldiers (14,120 men; 232,090 militia); 8,200 vehicles of all kinds (cars 5,061; ships 216; boats, canoes 2,295; special vehicles 623; aircraft 5).
Regarding the counting of ships, the Border Guards of provinces from Quang Ninh to Dak Lak have coordinated with localities and families of ship and boat owners to notify, count, and guide 54,300 vehicles/227,194 people to know the developments and direction of storm No. 3 to proactively move around and escape from the danger zone.

Also on July 21, implementing the Prime Minister's Official Dispatch No. 117, Official Dispatch No. 4181 of the General Staff of the Vietnam People's Army (VPA) on proactive response to storm No. 3 (Wipha), the Department of Rescue and Search and Rescue continues to urge military units to strictly maintain their duty regime; grasp the developments and direction of the storm, prepare forces and means to respond promptly and effectively to incidents, natural disasters, and search and rescue.
The Border Guard Command directs the Border Guard Commands of provinces and cities to coordinate with local authorities from Quang Ninh - Dac Lak to actively and proactively deploy the response to storm No. 3.

The Vietnam Coast Guard has organized the dissemination and implementation of instructions at all levels on storm prevention No. 3. Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard, requested units directly affected by storm No. 3 to absolutely not be subjective, prepare and best conditions to proactively prevent, combat and overcome the consequences of storms and heavy rains according to the motto "4 on-site", "3 readiness", "3 proactive".
