On the afternoon of June 12, at the Government Headquarters, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a conference to announce 28 Decrees on decentralization and delegation of authority; decentralization of authority between the Government and local governments at both levels.
At the conference, Minister of Home Affairs Pham Thi Thanh Tra said that ministries and ministerial-level agencies have conducted a comprehensive review of legal documents under the management of sectors and fields.
Accordingly, there are 5,076 legal documents reviewed, including: 199 Laws, 52 Orders of the National Assembly Standing Committee, 35 Resolutions of the National Assembly Standing Committee, 306 Decisions of the Prime Minister, 892 Decrees, 3,353 Circulars and 239 other documents.
The Minister of Information informed that the results have a total of 6,738 tasks and powers of ministries and ministerial-level agencies stipulated in legal documents in the field of industry management and reviewed fields.
Accordingly, there are a total of 2,718 tasks and powers to determine decentralization, delegation of authority and decentralization of authority, of which 1,470 tasks and powers are reviewed by ministries and ministerial-level agencies, proposing decentralization and delegation of authority and 1,248 tasks and powers are identified to determine authority.
During this review process, Ms. Pham Thi Thanh Tra said that some ministries have a large number of legal documents reviewed, covering many subjects and scope under state management such as the Ministry of Agriculture and Environment, the Ministry of Public Security, the Ministry of Industry and Trade, etc.
Regarding the results of the development of Decrees based on the guidance of the Ministry of Justice and the Ministry of Home Affairs, the Minister noted that most ministries and ministerial-level agencies have developed 2 types of Decrees.
These are the Decree on determining the authority of state management in the field of management of ministries and ministerial-level agencies according to the 2-level local government model and the Decree on decentralization and delegation of authority. In addition, some ministries, due to their wide scope of state management, large impact subjects, and multi-sectoral and multi-sectoral management, have developed more than 2 Decrees such as the Ministry of Construction, the Ministry of Agriculture and Environment, etc.
In general, Minister Pham Thi Thanh Tra general, ministries and ministerial-level agencies proposed 32 Decrees, including 28 Decrees on decentralization, delegation of authority and division of authority and 4 other related Decrees.
In 28 Decrees, there are 11 Decrees on decentralization of authority when organizing local government at 2 levels; 14 Decrees on decentralization and delegation of authority; 3 Decrees stipulate 2 contents including: decentralization, delegation of authority, and decentralization of authority.
Up to today, the Government has issued 28/28 Decrees, ensuring progress, time, and requirements of the Politburo, the Secretariat, and the Central Executive Committee.
From the above results, the Minister requested ministries and ministerial-level agencies to urgently announce administrative procedures according to their authority immediately after the Conference announced today, as a basis for applying administrative procedures, ensuring smoothness and uninterrupted service to the people.
