According to the Government Electronic Information Portal on May 5, the Government has directed the Ministry of Home Affairs to closely follow the criteria for classifying administrative units, population size, area, economic scale... to report to the Central Organization Committee, submit to the Politburo for consideration and policy approval, ensuring the principle of unified and synchronous staff management throughout the political system.
Currently, the Central Organization Committee is focusing on completing the criteria, including fully considering the above factors, as a basis for assigning staff to localities.
On that basis, localities have conditions to implement training, fostering, recruitment and restructuring of the contingent of cadres, improving quality, especially at the commune level.
It is expected that in the near future, the Central Organization Committee will submit to competent authorities to decide on the number of staff for localities.
After the 2026-2031 payroll period is approved by competent authorities, ministries, branches, and localities continue to base on the criteria to proactively arrange and assign payroll to each agency, organization, and unit under their management to be appropriate, ensuring that it does not increase the number of payrolls assigned by competent authorities in the 2026-2031 period.
These criteria include: Functions, tasks; job positions (VTVL) and workload of each VTVL; level of modernization of equipment, working facilities and application of information technology; actual use of assigned staff; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety.

For VTVL, the Government has issued Decree No. 361/2025/ND-CP dated December 31, 2025 on civil servant VTVL. Accordingly, there are 45 VTVL at the commune level, including 8 leadership positions, 3 support and service positions and professional and nghiệp vụ positions.
According to the direction to implement Decree 361, the current approach has become more flexible. Ministries and sectors no longer issue detailed guidelines on building VTVL as before.
The reality of the past period shows that individual guidance leads to lack of synchronization, each place has its own way of doing things, making it difficult to ensure unity from the Central to local levels.
Therefore, according to Decree 361, the determination of VTVL is carried out on the basis of the general regulations of the Government, and at the same time, it is decentralized to localities to proactively build and describe VTVL in accordance with reality, thereby using staff more effectively.
To provide unified guidance on personnel management after implementing organizational structure arrangement, meeting task requirements in the new situation, the Ministry of Home Affairs has focused on advising the Government to continue building and perfecting institutions on organizational structure, creating a foundation for innovation, streamlining and improving operational efficiency and effectiveness.
In which, the Ministry has reviewed the current status of payroll management and proposed payroll for the period 2026 - 2031. Summarize and develop a report on the results of implementing the payroll streamlining policy to have a basis for reporting to competent authorities to assign payroll for 2026 and the next period, advising the Government Party Committee to propose payroll of ministries and sectors directly under the Government to the Central Organization Committee.
