On April 28, information from the Ministry of Home Affairs said that this agency has focused on advising the Government to continue building and perfecting institutions on organizational structure, creating a foundation for innovation, streamlining and improving the effectiveness and efficiency of operations.
In which, the Ministry has reviewed the current status of payroll management and proposed payroll for the period 2026 - 2031. Summarize and develop a report on the results of implementing the payroll streamlining policy to have a basis for reporting to competent authorities to assign payroll for 2026 and the next period, advising the Government Party Committee to propose payroll of ministries and sectors directly under the Government to the Central Organization Committee.
Thus, the Central Government is expected to assign staff in the near future, so localities will proactively restructure according to the norms for each type of administrative unit. The arrangement needs to be flexible, suitable to reality, not mechanical, not exceeding the framework.
It is expected that the plan will determine the payroll needs for the period 2026-2031 at units based on the arrangement of civil servants and public employees according to the job structure at agencies and organizations.
After the 2026-2031 payroll period is approved by competent authorities, ministries, branches, and localities continue to base on the criteria to proactively arrange and assign payroll to each agency, organization, and unit under their management to be appropriate, ensuring that it does not increase the number of payrolls assigned by competent authorities in the 2026-2031 period.
These criteria include: Functions, tasks; job positions and workload of each job position; level of modernization of equipment, working facilities and information technology application; actual use of assigned staff; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety.

To provide unified guidance on personnel management after implementing organizational structure arrangement, meeting task requirements in the new situation, the Ministry of Home Affairs has advised the Government Steering Committee on arranging administrative units at all levels and building a 2-level local government organization model to issue Document No. 03/CV-BCĐ, Document No. 09/CV-BCĐ.
Implementing these documents, ministries, branches, and localities have proactively decided and arranged staff to work in agencies under the government and party and mass organization blocs (including staff of new commune-level local governments) out of the total staff assigned by competent authorities.
Based on reports from ministries, branches and localities, based on the requirements and objectives of staff streamlining in resolutions, the Ministry of Home Affairs has advised the Standing Committee of the Government Party Committee to have Report No. 104-BC/DU sent to the Central Organization Committee on the results of staff management implementation in the 2022-2026 period and proposed staffing for the 2026-2031 period of agencies, organizations, and units under ministries, ministerial-level agencies, government-attached agencies, provincial and commune-level People's Committees, provincial and commune-level People's Councils.
Following that, on January 27, the Ministry of Home Affairs issued Document No. 45/BNV-TCBC to the Central Organization Committee on proposing staffing needs for the 2026-2031 period.
According to the requirements in Document No. 64-CV/BTCTW of the Central Organization Committee, the Ministry of Home Affairs has advised the Standing Committee of the Government Party Committee to have Document No. 395-CV/DU dated February 11 on proposing the payroll of ministries and branches directly under the Government.
