Non-specialized commune-level workers hope for support allowances before the deadline of May 31st

Non-specialized commune-level workers have many expectations about the level of support allowance when they end use before May 31.

Ready to wait for streamlining decisions

Ms. Hoang Thi Ha Giang (50 years old, My Dong 5 residential group, Le Ich Moc ward, Hai Phong) began to take on the role of Head of the Women's Union branch from 2005. In 2013, she was trusted by the people to be elected as Vice Chairman of the Fatherland Front Committee (MTTQ), holding 2 positions at the same time. By 2020, she also held the position of Head of the Front Work Committee until now.

After more than 20 years of being associated with local movements, Ms. Hoang Thi Ha Giang sees serving people as joy every day.

She is always busy with the work of mobilizing women to build a civilized lifestyle or working with people to remove the smallest obstacles in the alleys; promptly mobilizing people to support difficult circumstances in the locality.

Currently, the total allowance she receives for the positions she is holding is more than 3.7 million VND/month. As the main breadwinner of the family, outside of working hours, Ms. Hoang Thi Ha Giang works part-time producing votive paper at home to earn extra income.

In recent days, she has regularly followed information about the arrangement of non-specialized personnel (NHĐKCT) at the commune level.

Currently, the arrangement of the NHĐKCT team is being implemented in 3 main directions.

With option 1, NHĐKCT quits and enjoys streamlined policies according to Decree 154/2025. Those who quit in the period from July 1, 2025 to before May 31, 2026 are still eligible for settlement based on working time and age. In particular, people who reach retirement age or are enjoying retirement benefits are entitled to a one-time allowance equal to 15 months of current allowance.

With option 2, NHĐKCT continues to stay in the grassroots system for a short time.

With option 3, NHĐKCT is considered for recruitment as a civil servant under Decree 170/2025 if it has at least 5 years of service, compulsory social insurance contributions and has expertise suitable for the new job position.

Ms. Hoang Thi Ha Giang said that she has not yet received specific instructions from the city. However, she expressed her wish to retire under the streamlining program: "I realize that I am no longer quick enough to catch up with the digital technology requirements in the new period. I believe that young people with high professional capacity will be more suitable to take on the job.

She also hopes that after leaving the apparatus, the State or local authorities will have a support allowance so that people with seniority like her can have more income to cover their lives.

Expecting a satisfactory regime

Also a person who is always close to village affairs and national affairs, Mr. Pham Van Hoa (53 years old) is currently Secretary of the Party Cell cum Head of Phu My Residential Group (Chuong My ward, Hanoi). Up to now, Mr. Pham Van Hoa has nearly 15 years of non-specialized commune-level operations.

The total allowance for both the positions of Secretary and Team Leader, and also the main income of Mr. Pham Van Hoa, is currently about 7.5 million VND/month (each position is more than 3 million VND).

Right from the beginning of the year, he received instructions to hand over work and retire under the streamlining program from April 1. However, he still has many concerns about the support regime.

I hope that the State will soon issue appropriate support policies to ensure social security for the contingent of officials after streamlining. Continuing to support health insurance cards for non-specialized officials after resigning is also very meaningful for people like me," he expressed.

Ms. Hoang Thi Ha Giang and Mr. Pham Van Hoa are two of about 120,500 commune-level NHĐKCTs subject to termination of operation when implementing the 2-level local government model.

Non-specialized forces at the commune level are only temporarily arranged until May 31, 2026. After this milestone, localities must complete plans to arrange and resolve regimes.

This is a fairly large force, widely distributed in communes and wards across the country. For many years, they have participated in supporting many tasks at the grassroots level such as union work, office work, culture - society or community activities.
