The Ministry of Home Affairs has just proposed a draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees, and armed forces.
The draft Decree is currently in the process of collecting comments; stipulating the base salary applied from July 1, 2026 is 2.53 million VND/month, an increase of 19,000 VND compared to the current level (equivalent to an increase of about 8%) and applied from July 1, 2026.
Among the 9 groups of beneficiaries, there is a group of non-specialized workers in villages and residential groups.
Decree 33/2023/ND-CP of the Government stipulates that non-specialized workers in villages/residential groups will receive monthly allowances.
However, this allowance is only applied to no more than 3 titles including Secretary of the Party Cell, Village Head/Residential Group Head and Head of the Fatherland Front Work Committee.
Accordingly, villages with 350 or more households; residential groups with 500 or more households; villages and residential groups belonging to key and complex commune-level administrative units in terms of security and order according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas are allocated allowance funds equal to 6 times the basic salary level.
The monthly allowance level for village heads and residential group leaders is expected to be adjusted from July 1st, calculated according to the contract level in Decree 33/2023/ND-CP.
Accordingly, the expected maximum allowance level for these 3 titles is 6 x 2.53 million VND/month = 15.18 million VND/month. This contract level applies to villages and residential groups with a scale of 350 households or more.
For villages and residential groups not subject to regulations, the allowance fund is allocated at 4.5 times the base salary level, equivalent to 11.385 million VND/month.
In case non-specialized workers in villages and residential groups concurrently perform the tasks of other non-specialized workers in villages and residential groups, they are entitled to a concurrent position allowance equal to 100% of the allowance level prescribed for the concurrent title.
However, the above-mentioned contract amount is calculated for no more than 3 positions.
The specific benefit level for each title will be allocated based on the following bases: The allowance fund is contracted for each village and residential group; budget funds for salary reform; the specific situation of each village.
Through this, the People's Committee submits to the Provincial People's Council to stipulate the allowance level for each non-specialized title at the village level.
