This content is stated in Resolution No. 09-NQ/TW of the Politburo on building and developing Ho Chi Minh City (HCMC) in the new era.
In Resolution No. 09-NQ/TW, the Politburo sets a goal by 2030: The city is a civilized, modern, dynamic, creative city, an economic, cultural, social, scientific, technological, innovation, logistics, international integration, dynamic, leading in the cause of industrialization and modernization of the country, with a prominent position in Southeast Asia.
By 2045: The city is a civilized, modern, dynamic, and creative city; an economic, cultural, social, scientific, technological, and innovation center of Asia, an attractive global destination, with unique cultural and social development, high quality of life, and deep international integration.
Towards 100 years of liberating the South and reunifying the country, 2075: The city is a global, smart, modern, comprehensively developed city, on par with developed cities in the world, green growth, sustainable, high quality of life, and good adaptation to climate change.
Resolution 09 of the Politburo sets specific targets. In which, the period 2026-2030: GRDP growth of at least 10%/year. By 2030, GRDP per capita will reach at least 14,000 USD. Digital economy accounts for about 40% of GRDP. Completion of about 200km of urban railway. Human Development Index HDI reaches about 0.9. The city basically solves flooding, environmental pollution, traffic congestion and no drugs.
Phase 2031-2035: GRDP growth of at least 10%/year. By 2035, GRDP per capita will reach at least 25,000 USD. Digital economy accounts for about 60% of GRDP. Continue to maintain the human development index HDI at least 0.9.
Phase 2036-2045: GRDP growth of at least 10%/year. By 2045, GRDP per capita will reach at least 75,000 USD. Continue to maintain the human development index HDI at least 0.9. Complete the connection of the urban railway system. Achieve a net emission level of "0".
Phase 2046-2075: GRDP growth of at least 6%/year. By 2075, GRDP per capita will reach at least 100,000 USD. Social equity, environmental protection and human development index HDI will reach over 0.9.
