This content is stated in Resolution No. 09-NQ/TW of the Politburo on building and developing Ho Chi Minh City (HCMC) in the new era.
Resolution 09 clearly states that in the new era of development, Ho Chi Minh City needs to promote its role as a special city; pioneering the path of development models, institutions and modern management methods; creating strong spillover effects, making increasingly large contributions to the rapid and sustainable development of the country.
The Resolution identifies the viewpoint of building Ho Chi Minh City in the new era as a particularly important political task of the entire Party, people, army, and the entire political system, especially the Party Committee, government and people of the city with the motto: "Ho Chi Minh City for the whole country, the whole country for Ho Chi Minh City".
The Resolution also stated the viewpoint of focusing on perfecting synchronous, breakthrough, and superior institutions and policies, promoting thorough decentralization and delegation of power, creating conditions to promote the special urban area of Ho Chi Minh City to become a dynamic development symbol of Vietnam in the 21st century; a place that converges the aspiration for development, global competitiveness and the spirit of innovation of the country; affirming the role of being a pioneer and model; leading in institution building and development quality, governance standards; being the leading locomotive leading growth, the important innovation and integration pole of the whole country.
Establishing a new development model; mobilizing comprehensive strength, effectively exploiting potentials, advantages, strategic positions, soon affirming itself as a strong economic - financial center, culturally rich in identity and humanity, science, technology, innovation and development of Southeast Asia and Asia, with global competitiveness. Closely combining socio-economic development with environmental protection, adapting to climate change, ensuring national defense, security and foreign affairs.
The Politburo's Resolution also clearly states the viewpoint of building the Party Committee and the City's political system to be united, exemplary, clean, comprehensively strong, typical in leadership capacity, innovation, public service discipline and combativeness to fulfill the City's development mission.
Building a contingent of cadres on par with tasks in the new era, with firm ideology and political bravery, bright moral qualities, high qualifications, dynamism, creativity, and daring to think and dare to do for the common good.
Promoting the strength of the great national unity bloc in the City, the subjective role of the People in all development decisions of the City. The People are the first to enjoy the fruits of the sustainable development of the City; taking the satisfaction, prosperous and happy life of the People as a measure of leadership effectiveness.
