On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 206-QD/TW dated June 30, 2026 on organizing the Conference of the Party Central Committee.
The regulation consists of 17 Articles, specifying the participants, regime, time of conference organization, responsibilities and powers of delegates attending the conference and many other issues.
The regulations clearly state that attending the Conference of the Party Central Committee includes members of the Party Central Committee (official and alternate), guests (decided by the Standing Committee of the Secretariat).
When necessary, the Politburo invites some comrades who are not members of the Party Central Committee related to the content of the conference to attend the meeting and report.
Based on the work program and practice, the Party Central Committee will hold regular meetings 2 times/year, except for the first year of the Congress term and make adjustments when necessary. Based on actual conditions, the Party Central Committee will hold direct meetings combined with online meetings.
In addition to the regular meeting program, when it is deemed necessary or more than half of the members of the Party Central Committee (official) propose it, the Politburo decides to convene the Conference of the Party Central Committee and add it to the full-term meeting program.
Delegates attending the conference are responsible for strictly implementing the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the conference program; complying with the direction of the chairman, running the conference; voting on general decisions of the Central Executive Committee of the Party and together with the Central Executive Committee of the Party taking responsibility for leading the implementation of those decisions.
Study carefully, actively discuss and contribute opinions to projects, reports, and issues submitted by the Politburo and the Secretariat to the Party Central Committee. Guests of the conference participate in discussions in groups, and when requested by the Politburo, they discuss in the hall.
After the conference, members of the Party Central Committee (official and alternate) are responsible for presiding over or directing the organization of dissemination and implementation of resolutions and conference conclusions in localities, agencies, and units according to regulations...
The Party Central Committee Office sends tablets containing conference documents to delegates attending the conference at least 5 days before the opening day of the conference for delegates to study. For documents belonging to state secrets, it shall be implemented according to the provisions of law on protection of state secrets.
Each Member of the Party Central Committee and delegate attending the conference is responsible for researching, preparing the content of contributions and sending opinions to the Party Central Committee Office for synthesis and transfer to the project's lead agency to develop a report on receipt and explanation to send to the conference.
The agency in charge of developing the project is responsible for completing the documents under the project dossier to submit to the conference; in which, it is necessary to clearly state the major issues with different opinions to submit to the Central Executive Committee of the Party for consideration and decision.
The regulation also specifies the conference program, elections, voting, and questioning at the conference. Information about the conference, the regulation clearly states that the press will report on the opening session, closing session and some contents discussed in the hall, and discussions in groups.
After the conference, the Party Central Committee assigned the Secretariat to direct the announcement of the results and contents of the conference.
Information about the conference is proactively provided in a timely, accurate, and unified manner; strengthening policy communication, creating social consensus on new issues, major policies and decisions.
