Speaking at the 4th meeting of the Government Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", on the afternoon of December 17, he spent a lot of time discussing and giving opinions on the regime and policies for cadres, civil servants, public employees and workers in the process of streamlining and reorganizing the apparatus of the political system.
Concluding this meeting, Prime Minister Pham Minh Chinh emphasized the principle that the construction of regimes and policies must ensure fairness, humanity, harmony and reasonable correlation between subjects to stabilize life, ensure the rights and legitimate interests of cadres, civil servants, public employees and workers.
Regimes and policies must be consistent, inheriting previous policies and being higher than current policies.
Notably, Prime Minister Pham Minh Chinh noted to continue perfecting incentive policies for those who quit their jobs immediately after restructuring and organizing the apparatus, in accordance with the conditions and circumstances of the country.
The arrangement of the apparatus needs to pay attention to retaining cadres, civil servants and public employees with capacity, qualities, health, experience and enthusiasm and is associated with implementing policies to attract talented people to the public sector.
According to Minister of Home Affairs Pham Thi Thanh Tra, the ministry has so far completed the draft Decree on regimes and policies for cadres, civil servants, public employees and contract workers in the organizational arrangement of the political system.

According to the Government Electronic Information Portal, also on this content, Minister of Home Affairs Pham Thi Thanh Tra said that this draft decree provides very important viewpoints and principles on the regime and policies for cadres, civil servants, public employees and contract workers in the arrangement of the organizational apparatus.
The highlight of this time's policies is that they require speed, strength, prominence, humanity, fairness, and ensuring a reasonable correlation between subjects, in order to stabilize life and ensure rights and benefits for cadres, civil servants, public employees, and workers so that "no one is left behind in the process of streamlining the organizational apparatus".
Notably, according to the Minister of Home Affairs, this policy also focuses on special and outstanding priorities to encourage subjects to retire immediately and within 12 months from the time the agency, organization, or unit makes the arrangement according to the decision of the competent authority.
In addition, policy development is associated with the responsibility of heads of agencies and units in evaluating, screening, and selecting civil servants and public employees to retire, linking staff streamlining with restructuring and improving the quality of the staff, civil servants and public employees;
At the same time, it also requires determination to maintain and retain good cadres and civil servants with capacity and qualities equal to their tasks, and to prevent "brain drain".
