This information was released by Deputy Director of the Department of Salary and Social Insurance (Ministry of Home Affairs) Nguyen Duy Cuong at the Q1/2026 press conference on the afternoon of April 28 organized by the Ministry of Home Affairs.
Mr. Nguyen Duy Cuong said: Implementing the assignment of the Government and based on Conclusion No. 83, Conclusion No. 206 of the Politburo, the Ministry of Home Affairs has coordinated with ministries and sectors to develop a draft Decree stipulating the basic salary level for cadres, civil servants, public employees and armed forces.
In which, the Ministry proposed that from July 1, the base salary level should be adjusted to increase from the current 2.34 million VND to 2.53 million VND/month.
This has been reported by the Government Party Committee, the Politburo unanimously adjusted to increase the base salary from 2.34 million VND to 2.53 million VND. Currently, the draft decree dossier has been sent by the Ministry of Home Affairs for appraisal by the Ministry of Justice" - Deputy Director of the Department of Salary and Social Insurance said.
Based on the appraisal opinions of the Ministry of Justice, the Ministry of Home Affairs will continue to complete the draft Decree to report and submit to the Government for consideration and promulgation, ensuring timely effective date from July 1, 2026.
Also at the press conference, Head of the Emulation - Commendation and Communication Department (Ministry of Home Affairs) Do Van Phong said that besides the task of focusing resources and promoting the removal of arising problems to effectively implement the 2-level local government model, this agency also advises and proposes to competent authorities to organize a preliminary review of 1 year of implementing the arrangement of administrative units at all levels and the activities of 2-level local governments.
In particular, the Ministry continues to implement salary policy reform contents according to Conclusion No. 83-KL/TW and Conclusion No. 206-KL/TW of the Politburo.
At the same time, the Ministry will complete the preliminary review report on the implementation of Resolution No. 27-NQ/TW on salary policy reform and Resolution No. 28-NQ/TW on social insurance policy reform.
The Ministry is also preparing carefully and proposing specific options for implementing salary policy reform according to the roadmap in the second quarter of 2026.
