Submit to the Politburo a salary reform project in the second quarter of 2026

The Government will comprehensively consider the regime and policies for commune-level cadres and civil servants in the salary reform project, submitted to the Politburo in the second quarter of 2026.

This content was informed by Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang at a meeting with voters to announce the results of the First Session, 16th National Assembly and listen to and record opinions and recommendations of voters held on April 28 in Dien Bien province.

According to the Government Portal, one of the contents that voters are interested in and proposing is the level of position allowances for Deputy Heads of Commune People's Councils working full-time, Heads of Departments, Deputy Heads of Departments and equivalents under the Commune People's Committee... as well as salary reform.

Regarding this content, the Deputy Prime Minister said that the Government will consider the overall regime and policies for commune-level cadres and civil servants in the Salary Policy Reform Project, submitting it to the Politburo in the second quarter of 2026.

The project will be sent for comments from localities to complete and propose a general balance throughout the political system.

At the Resolution of the First Session of the 16th National Assembly, the National Assembly requested the Government, the Prime Minister and ministries, branches, and localities to tighten financial discipline and order; practice thorough thrift, resolutely cut unnecessary expenditures to increase investment in key projects, salary reform and social security expenditures.

According to the spirit of Resolution 27-NQ/TW, salary reform is one of the three institutional breakthroughs, aimed at building a salary payment mechanism based on job position, title, capacity and work results, replacing the current average mechanism.

The salary reform roadmap is defined to include the main contents:

- Develop 5 new salary scales for different target groups;

- Completing the allowance and bonus regime;

- Regulations on salary grade promotion and funding sources for implementation;

- Manage salaries and incomes associated with work efficiency.

These are the steps identified in the process of preparing to implement comprehensive salary reform in the spirit of Resolution 27-NQ/TW.

According to Resolution 27-NQ/TW of 2018 of the Central Executive Committee, the new salary structure includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).

Officials, civil servants and public employees are also supplemented with bonuses, the bonus fund is about 10% of the total salary fund of the year, excluding allowances.

5 salary scales include: 1 position salary scale applied to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the Central to commune levels; 1 professional and nghiệp vụ salary scale according to civil servant ranks and professional titles of public employees applied generally to civil servants and public employees who do not hold leadership titles; each civil servant rank and professional title of public employee has many salary grades.

Building 3 salary scales for the armed forces, including: 1 salary scale for military officers, officers, non-commissioned police officers (according to positions, titles and military ranks or ranks); 1 salary scale for professional soldiers, police technical specialists and 1 salary scale for national defense workers, police workers (in which maintaining the salary correlation of the armed forces compared to administrative civil servants as at present).

Previously, after a period of suspension due to the impact of the COVID-19 epidemic, the policy of salary reform was allowed by the National Assembly to restart from 2023, according to Resolution 101/2023/QH15, with the goal of implementation from July 1, 2024. Implementing this resolution, the Government has issued documents regulating the base salary, allowances and bonuses, in which the base salary is adjusted from 1.8 million to 2.34 million VND/month.
