Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 169-KL/TW (June 20, 2025) of the Politburo and the Secretariat on focusing on completing the task of reorganizing the apparatus and administrative units (abbreviated as Conclusion No. 169).
Conclusion No. 169 clearly states the requirement for Politburo members, Secretariat, leaders of agencies and organizations at the central and local levels (assigned) to continue to focus highly on leadership, direction, strengthening urging, inspecting, and guiding the implementation of the policy of restructuring the apparatus and administrative units (especially at the commune, ward, and special zone levels). Maintain the effective operation of standing teams, ensuring timely support, resolution, and removal of difficulties and obstacles as quickly as possible. The Central Inspection Committee continues to monitor and grasp the progress of inspection and supervision to serve the leadership and direction of the Politburo and the Secretariat.
The Politburo and the Secretariat assigned the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, Central organizations, the Central Military Commission, and the Central Public Security Party Committee to continue to strongly direct the implementation of projects on organizational arrangement in each field, ensuring quality and progress according to requirements.
The Politburo and the Secretariat assigned the Government Party Committee to lead and direct the following 8 contents:
Continue to monitor and urge the implementation of newly issued decrees; promptly provide additional guidance and adjust newly arising issues, ensuring effective and smooth organization of activities.
Ministries and branches urgently complete and issue documents and circulars guiding the implementation of newly issued decrees; continue to urgently review current documents and circulars to supplement, adjust, and replace them in accordance with the schedule and requirements stated in Conclusion No. 167-KL/TW, dated June 13, 2025 of the Politburo and the Secretariat; assign the Ministry of Home Affairs to preside over and coordinate with agencies to reorganize regulations, instructions, and procedures of the commune level to develop a "commune-level workbook" (both electronic and paper versions) to complete and send to localities before July 1, 2025.
Closely monitor and inspect the implementation of the establishment of provincial-level specialized agencies in accordance with the Central Government's policy, only establish specialized departments when ensuring full compliance with the prescribed criteria and conditions.
Carefully inspect and review the process and procedures between ministries, functional branches and localities in receiving and proposing to resolve payment of regimes and policies for cadres, civil servants, public employees and workers in central and local agencies who quit their jobs due to the arrangement, ensuring that procedures are shortened and implemented immediately, completing payment before June 30, 2025.
Strictly implement the policies, conclusions and instructions of the Central Committee, the Politburo and the Secretariat on temporarily maintaining the number of organizations, the number of deputy heads, and the staffing of cadres, civil servants, and public employees after the arrangement, ensuring that within the 5-year period, the basic arrangement is in accordance with regulations.
Direct the Ministry of Home Affairs to urgently issue documents guiding the extended roadmap and the arrangement and use of non-professional workers at the commune level in the spirit of Conclusion No. 163-KL/TW, dated June 6, 2025 of the Politburo and the Secretariat, ensuring completion before June 25, 2025.
Continue to lead and direct the urgent completion and operation of the organization of the inspection and enforcement agency system in accordance with the conclusions of the Politburo and the Secretariat.
Urgently issue decisions to appoint Chairmen and Vice Chairmen of People's Committees of 23 (new) provinces and cities after the Politburo and the Secretariat approve the policy.
