Responding to this issue at the press conference recently held by the Ministry of Public Security, Major General Nguyen Van Minh - Deputy Director of the Traffic Police Department (Traffic Police, Ministry of Public Security) - said that the Ministry of Public Security has assigned the Traffic Police Department to receive and perform tasks corresponding to the Vietnam Road Administration, and the provincial level assigned the Public Security of provinces and cities to receive and perform tasks corresponding to the Department of Transport.
Regarding procedures and methods for receiving applications for changing driving licenses, the basic components of the driving license change dossier when the Ministry of Public Security receives the transfer will remain the same.
"People can completely do the procedures for granting and renewing driving licenses normally during this period. There are 2 forms of receipt: direct receipt and online receipt via the National Public Service Portal. The Ministry of Public Security and the Public Security of units and localities will announce a list of direct reception locations and addresses of the National Public Service Portal for people to know how to do" - Major General Nguyen Van Minh informed.
To shorten the process of handling administrative procedures, Major General Nguyen Van Minh emphasized that the Ministry of Public Security will focus on promoting the application of information technology, implementing digital records, minimizing the presentation of documents and paperwork when carrying out procedures to change or reissue driving licenses; automatically integrating people's driving licenses when issuing new, issuing new, issuing new, reissuing to applications in the electronic environment to be a resource for issuing new, reissuing for the next time.
Recently, the Traffic Police Department has also issued instructions to people who need to issue and change driving licenses and said that priority is given to working in the electronic environment.

People can use the VNeID application to present their driving licenses to the authorities during the inspection and the Traffic Police force can also use the electronic environment to check and authenticate people's driving licenses through a specialized application, just need people to provide information about personal identification codes.
For the direct exchange and re-issuance of driving licenses, people who need to exchange their driving licenses must prepare a set of documents according to regulations and send them directly to the Traffic Police Department of the provincial police or the police of the commune, ward or town where the point for receiving the application for issuing and re-issuing driving licenses is arranged.
