On November 14, according to the Ministry of Public Security's Electronic Information Portal, after 6 years of implementing Circular No. 29/2019/TT-BCA dated August 30, 2019 of the Minister of Public Security regulating the implementation of inspection conclusions in the People's Public Security (CAND) up to now, it has shown that important results have been achieved.
The Ministry Inspectorate and the Police Inspectorate of units and localities have opened files to monitor and urge the implementation of 850 inspection conclusions and inspection handling decisions, and conducted 157 inspections of the implementation of inspection conclusions.
On that basis, improve the effectiveness and efficiency of the inspection work of the People's Public Security force, contributing to building a clean, strong, disciplined, elite and modern People's Public Security force.

The basis for issuing Circular No. 29/2019/TT-BCA is the 2010 Law on Inspection and Decree No. 33/2015/ND-CP dated March 27, 2015 of the Government regulating the implementation of inspection conclusions that have expired.
According to the provisions of Circular No. 29/2019/TT-BCA, monitoring, urging and checking the implementation of inspection conclusions are only carried out within the People's Public Security.
Regarding specialized inspection conclusions, the Ministry of Public Security has not yet issued a legal document specifically regulating the monitoring, urging, and inspection of the implementation of inspection conclusions by ministries, departments, branches, provincial People's Committees, and agencies, organizations, and individuals outside the Public Security Forces.
Therefore, the development and promulgation of a Circular regulating the implementation of inspection conclusions by the People's Public Security Forces (replacing Circular No. 29/2019/TT-BCA) is necessary and suitable to practice, contributing to perfecting the legal basis, creating unity and synchronization in the implementation of inspection conclusions and post-inspection handling, contributing to improving the quality, effectiveness and efficiency of People's Public Security inspection work.
Notably, compared with Circular No. 29/2019/TT-BCA, the draft adds regulations on handling violations in implementing inspection conclusions.
Accordingly, handling of violations by officers, civil servants, public employees, and police officers of agencies, organizations, and units that are subject to inspection; persons of relevant agencies, organizations, and individuals:
1. Depending on the nature and severity of the violation, officers, civil servants and public employees who commit violations in implementing inspection conclusions and inspection handling decisions must be handled according to the provisions of Clause 1, Article 64 of Decree No. 43/2023/ND-CP.
2. A person who commits a violation in implementing the inspection conclusion or inspection handling decision and is not a cadre, civil servant or public employee shall be handled according to the provisions of Clause 2, Article 64 of Decree No. 43/2023/ND-CP.
3. In case a police officer or soldier commits a violation in implementing the inspection conclusion or inspection handling decision, depending on the nature and severity of the violation, he or she shall be subject to disciplinary action according to the regulations of the Ministry of Public Security.
