Speaking at the announcement ceremony of the Resolution of the National Assembly Standing Committee and the decisions of Hanoi City on the implementation of new commune-level administrative units, President Luong Cuong affirmed: The arrangement of administrative units is a special milestone for the Capital and the whole country, opening a new phase for the local government apparatus.

The President said that, implementing the Conclusion of the Secretariat, at exactly 8:00 a.m. on June 30, 2025, 34 provinces and cities across the country simultaneously held a Ceremony to announce Resolutions and Decisions of the Central and local governments related to merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Front at all levels.

From today, the country officially has 34 provinces, cities and 3,321 commune-level administrative units. From tomorrow (July 1, 2025), the local government apparatus will shift from a 3-level model (existent for 80 years) to a 2-level model, marking a new phase in administrative reform.

The President said that the policy of reorganizing the apparatus and administrative units is a major and especially important policy of our Party and State, with a long-term strategic nature, demonstrating great political determination in building a streamlined, efficient, effective, efficient, and more effective administration, close to the people and serving the people better.

This is not just a simple adjustment of administrative boundaries, but also a step of great significance in terms of politics, organization and ensuring the sustainable development of the country.

Especially for the capital Hanoi - a thousand years of culture and heroism, with a particularly important position and role, being the national administrative and political brain center, the heart of the whole country, a major center for economy, culture, education, training, science - technology and international integration.

This place is not only a large and modern city but also a place to preserve the quintessence of the nation, with thousands of historical and cultural relics. Saying so, it shows that this administrative unit arrangement for the capital Hanoi has great significance, in order to meet the needs of urban, cultural and historical development; administrative reform, management, and more effective promotion of space and resources of the capital.

"I highly appreciate the recent time, the Hanoi City Party Committee has been serious, responsible, and creative in implementing the arrangement of the apparatus' agencies, proactively having a plan to terminate the operation of the district level and reduce administrative units from 526 old commune levels to 126 units.

In particular, this arrangement has received the highest consensus and support of the people, cadres, and party members (over 97%). This result shows a strong change in the thinking of reforming the governance of the Capital; opening up new development space for the Capital Hanoi to better promote its leading role, a growth driver not only of Hanoi but also of the Capital Region, the Northern Key Economic Zone and the whole country", President Luong Cuong emphasized.

According to the President, the reorganization of the apparatus associated with changes in administrative boundaries, working titles, etc. will have an impact on the psychology, job positions, living conditions, and the affection of many cadres, civil servants, public employees, and people. The Central Government very much shares those concerns and worries.

No delays, no bottlenecks, affecting normal activities of society

Tomorrow (July 1, 2025), the district-level government will end its operation, the city will lead and direct directly to 126 communes and wards; the new commune level is now larger in scale, requiring the new apparatus to be streamlined, compact, but strong, effective, efficient, closer to the people, and closer to the people.

To meet that goal and requirement, the President suggested that the Standing Committee of the Hanoi Party Committee should focus on leading and directing Party committees and authorities at all levels; especially the Party committees and authorities of 126 new communes and wards from tomorrow (July 1, 2025), and must operate smoothly, synchronously and effectively the entire new administrative apparatus. Do not delay work, do not let congestion, affect the normal operation of society, especially work related to people, businesses, investment, and essential public services.

"I suggest that cadres, party members, civil servants and public employees need to promote a high sense of responsibility, aspiration to contribute, intelligence and public ethics. Be a pioneer in innovating management thinking, taking the effectiveness of serving the people as the highest goal; must shift from administrative thinking to service thinking, making the people believe, the people approve, and the people support", said the President.

Recently, the Party and State have issued many very important policies and guidelines to create a legal and political framework for the two-level local government organization. President Luong Cuong suggested continuing to concretize and implement well and effectively.

In particular, special attention should be paid to the implementation of Directive No. 45 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; Resolutions of the Steering Committee, such as: Resolution No. 57 on breakthroughs in the development of science and technology, innovation, creativity and national digital transformation; Resolution No. 66 on innovation in law-making and enforcement; Resolution No. 68 on private economic development; Resolution No. 59 on international integration in the new situation; Resolution No. 15 on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045 and the Capital Law 2024,...

On that basis, Hanoi needs to proactively build action programs in a scientific, methodical, focused, key and with a specific roadmap. This is not only an administrative requirement, but also a vivid manifestation of the spirit of innovation in management thinking, innovation in the method of organizing the implementation of the Party's resolutions in practice.

Only when the capital Hanoi develops strongly and modernly will its central role, leading role, and symbolic role of the capital be fully promoted, worthy of the expectations of the Party, State, people nationwide and international friends.
