At the ceremony, representatives of the Department of Organization and Personnel announced the decisions of the Prime Minister. According to Decisions 318 and 366 signed on the same day, February 19, the Prime Minister transferred and appointed 2 Deputy Ministers of Information and Communications (MIC) Bui Hoang Phuong and Pham Duc Long to hold the position of Deputy Minister of Science and Technology, for a term of 5 years. The above decisions take effect from March 1.
Deputy Minister Pham Duc Long grew up in the electronics and telecommunications industry, from a technical staff to the chairman of a large corporation, then joined the leadership of the Ministry of Information and Communications.
In recent times, with innovative thinking, strategic vision and determination, Deputy Minister Pham Duc Long has made great contributions to the conversion of telecommunications infrastructure to digital infrastructure, laying the foundation for the development of the digital economy, digital society and other related fields.

Deputy Minister Bui Hoang Phuong previously held many important positions at the Ministry of Information and Communications and overcame challenges in any position.
With a professional background in information technology, digital transformation, and rich practical implementation experience in units under the former Ministry of Information and Communications, Deputy Minister Bui Hoang Phuong is considered to have the qualities of youthfulness, expertise and experience, and is one of the young cadres of the industry in the new period.

Speaking at the ceremony, Minister Nguyen Manh Hung congratulated Deputy Minister Pham Duc Long and Deputy Minister Bui Hoang Phuong on being trusted by the Central and the Government to assign important tasks. This is an individual honor for the two Deputy Ministers and also a great responsibility for the development of the new Ministry of Science and Technology, the development of science, technology, innovation and digital transformation of the country.
The Minister also emphasized the importance of the event of merging the two Ministries of Information and Communications and Science and Technology, marking an important turning point in the process of streamlining the apparatus in the direction of streamlining, effectiveness and efficiency.
The new ministry not only inherits all the functions and tasks of the two previous ministries but also receives breakthrough responsibilities from the Central and the Government. The trio of Science and Technology - Innovation - Digital transformation is placed together in a unified structure, creating a resonant strength to make Vietnam develop faster and stronger in the new era, which is the main driving force for Vietnam to become a developed country with high income.
The Minister emphasized that the tasks of the new Ministry of Science and Technology are not only doubled but also much heavier with the advent of Resolution 57, with the expectations of the Party, State and People. In that context, each cadre in the collective leadership of the Ministry, especially the two cadres who were just appointed today, must constantly strive, be dedicated, and make every effort to excellently complete the task.
According to the Minister, the merger of the two Ministries is not only a combination of organization, but more importantly, a unification in thinking, working methods and a spirit of innovation. At the same time, it is also necessary to have a new approach, a new thinking, and truly create a breakthrough for the Ministry and the sector.
