Yesterday, February 19, the Ho Chi Minh City Party Committee announced the Politburo's decision on personnel work.
According to the decision, the Politburo transferred, assigned and appointed Mr. Nguyen Van Duoc - Secretary of the Long An Provincial Party Committee to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Ho Chi Minh City Party Committee, term 2020 - 2025.
Along with that, the Standing Committee of the Ho Chi Minh City Party Committee appointed Mr. Nguyen Van Duoc to join the Executive Committee, the Standing Committee and hold the position of Secretary of the Party Committee of the Ho Chi Minh City People's Committee, term 2020 - 2025.
At the same time, Mr. Nguyen Van Duoc was also introduced to be elected by the Ho Chi Minh City People's Council to hold the position of Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term.
Previously, on February 18, Mr. Phan Van Mai - Chairman of the Ho Chi Minh City People's Committee was elected by the National Assembly as a member of the National Assembly Standing Committee, holding the position of Chairman of the National Assembly's Economic and Financial Committee.

In addition to personnel work, the Ho Chi Minh City People's Council will consider the proposal of the Ho Chi Minh City People's Committee on the plan to reorganize the apparatus of affiliated professional agencies.
According to the proposal, the Ho Chi Minh City People's Committee will reduce the number of specialized agencies from 21 to 16, including: Department of Finance; Department of Home Affairs; Department of Construction; Department of Transport; Department of Science and Technology; Department of Culture and Sports; Department of Tourism; Department of Ethnic Minorities and Religions; Department of Natural Resources and Environment; Department of Health; Department of Education and Training; Department of Justice; Department of Industry and Trade; Department of Food Safety; Office of the City People's Committee; City Inspectorate.
In Thu Duc City, the number of agencies under the People's Committee decreased from 16 to 14, while districts and towns decreased from 12 to 10.

The Ho Chi Minh City People's Council will also discuss policies to support cadres, civil servants and public employees subject to staff streamlining.
According to the proposed plan, the city will cut 6,291 cadres, civil servants and public employees, accounting for 20% of the total payroll assigned by the Politburo and the Ho Chi Minh City People's Council.
In addition, there are 418 cadres in charge of Party work at corporations and companies that are redundant after the reorganization and 450 cadres who are not eligible for re-election or reappointment.
The Ho Chi Minh City People's Committee proposes that, in addition to general policies under Decree 178/2024/ND-CP of the Government, the city will have a separate support regime for cadres, civil servants and public employees subject to streamlining. The total support for each employee who quits is estimated at about VND 2.681 billion.
To implement support under Decree 178 and the city's own policies, the budget is expected to spend nearly VND17,000 billion.

In addition to personnel work and infrastructure arrangement, the Ho Chi Minh City People's Council will also consider the investment policy for 4 important transport projects under the BOT (build - operate - transfer) form on existing routes, including: National Highway 13, National Highway 22: National Highway 1; North - South axis road.
The total investment capital for these 4 projects is more than 58,000 billion VND, implemented according to Resolution 98 of the National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City.
