In which, the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs are merged into the Department of Home Affairs; perform the functions and tasks of the Department of Home Affairs and the functions and tasks of labor, wages, employment; meritorious people; occupational safety and hygiene; social insurance; gender equality from the Department of Labor - Invalids and Social Affairs and ethnic work transferred from the Office of the People's Council and People's Committee.
The Department of Education and Training receives the function of state management of vocational education from the Department of Labor - Invalids and Social Affairs.
The Department of Health receives the function of state management of social protection, children, and prevention and control of social evils from the Department of Labor - Invalids and Social Affairs.
The Department of Economy - Planning and Investment receives the functions and tasks of state management of poverty reduction from the Department of Labor - Invalids and Social Affairs and receives the personnel, functions and tasks of state management of livestock and veterinary medicine, cultivation, plant protection, agricultural and veterinary promotion, fish promotion (from livestock and veterinary stations, crop and plant protection stations, agricultural and fish promotion stations, aquaculture stations) under the current Department of Agriculture and Rural Development to the Department of Economy - Planning and Investment.

According to the submission of the Department of Home Affairs, Ho Chi Minh City will implement a reduction of at least 15% of the number of units inside agencies and units, ensuring streamlining, effective and efficient operations.
