Director of the Department of Organization and Inter-regional Affairs (Ministry of Home Affairs) Vu Hai Nam mentioned this content when discussing with localities at the Conference on the Preliminary Review of the first 6 months of the year recently organized by the Ministry of Home Affairs.
Accordingly, at the Conference, Director of the Department of Home Affairs of Da Nang City Phan Van Binh stated: In addition to the achieved results, the process of streamlining the apparatus and organizing and operating local governments at both levels in the area, Da Nang City still faces some difficulties and limitations, including the content of redundancy of deputy-level cadres.
When working in Quang Nam, holding the position of Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Mr. Phan Van Binh said that he had directed localities to properly implement the direction of the Ministry and the Central Government, that is, each department and committee only assigned 1 head and 1 deputy head.
However, after rearranging administrative units, the review shows that Da Nang City currently has 25 communes and wards with redundant deputy levels.
"Previously, in Da Nang, there were places that merged 3-4 wards together. There are comrades who cannot be arranged as Secretaries and Chairmen, so they are temporarily arranged to be deputy heads of departments.
Recently, we have advised the Chairman of the City People's Committee to direct localities to rearrange cadres in accordance with the direction of the Central Government. Although the issue of revoking the appointment decision has not been raised, this has caused many concerns among the brothers at the grassroots level, especially those who are deputy directors" - Mr. Binh said.
Mr. Binh also said that the current rearrangement of the deputy team has two major problems.
Firstly, there is currently no specific regulation to determine whether the position of deputy department head at the district and commune levels is equivalent to the leadership position at the commune level or not.
Second, as Minister Pham Thi Thanh Tra said, it is impossible to have a 50-person apparatus with up to 40 people as leaders.
Therefore, the Department of Home Affairs of Da Nang recommends that the Ministry soon provide guidance, especially in the current context that Da Nang has 93 communes and wards, there are 25 communes and wards implementing the streamlining of deputy level. The question is: Why can't it be done in one place but not in another? That also causes concern and discomfort for localities.
Mr. Binh added that according to the Central Government's regulations, the arrangement of staff can be carried out in a 5-year roadmap. However, Decree 150/2020 has come into effect, clearly stipulating the number of deputy heads at each administrative level, leading to anxiety among the current staff.
"I told my brothers to work with peace of mind for now. Later, when the Central Government has specific instructions, we will continue to arrange and adjust appropriately, ensuring the rights of brothers so that they can work and contribute with peace of mind" - Mr. Binh affirmed.

Discussing the issue of surplus at the deputy level, Mr. Vu Hai Nam - Director of the Department of Organization and Border Guard (Ministry of Home Affairs) - said: When establishing new commune-level professional agencies according to the regulations of the Government and the Steering Committee, there was a framework for the number of deputy levels.
"Recently, we went to Quang Ninh to conduct a field survey in 4 communes and 4 wards of two provinces and cities. If we listen to and grasp the actual situation at the grassroots level and see how the locality implements it, we can see that most of the recommendations are related to the deputy level" - Mr. Nam said.
