The above proposal was raised by Deputy Director of the Hanoi Department of Home Affairs Nguyen Thi Lieu at the Conference on Pre-Summary of Work in the first 6 months of the year and Deployment of tasks for the last 6 months of 2025 of the Home Affairs sector held on July 25.
Ms. Lieu informed about 4 outstanding points after nearly 1 month of operating the 2-level local government model in Hanoi such as: The government apparatus is operated smoothly, public services serving the people are maintained stably and effectively; no special situations arise; the psychology of cadres, civil servants, public employees, and workers is stable...
Hanoi has reorganized 526 commune-level administrative units to form 126 new commune-level administrative units (75 communes, 51 wards), reducing 400 units (reaching a reduction rate of 76.04%). This is the result of combining general principles and taking into account specific factors and development requirements of the Capital in the future.
The Deputy Director of the Hanoi Department of Home Affairs said that currently, Decree 150 of the Government clearly stipulates the regulations on professional departments at the commune level.
However, with the development characteristics of Hanoi, there are communes and wards of very large scale, effectively like a miniature district. Meanwhile, the requirements for developing the capital are increasing, requiring the assignment of tasks not to be in an average, leveling manner.
Ms. Lieu gave an example of a small-scale commune like Minh Chau, which only needs 3 rooms, but many large communes in Dong Anh are very different. Many fields such as finance, economics, agriculture, transportation, construction... are very diverse, it is difficult for a department head with the capacity to cover all.
"Therefore, we recommend that the Ministry of Home Affairs study and propose to allow Hanoi and some localities with specific characteristics and large scale to increase at least one specialized department at the commune level, for example, separating the finance - planning department. This will both reduce management pressure and promote the advantages and development potential of each locality" - Ms. Lieu commented.

Meanwhile, Director of Nghe An Department of Home Affairs Nguyen Viet Hung shared that many commune-level cadres are currently confused and not familiar with the assigned tasks.
"The Department of Culture and Social Affairs at the commune level now has to perform the tasks of the entire Home Affairs sector. Some civil servants who have never done the work of organizing the apparatus, with this new task, were initially very surprised. We were forced to go to the grassroots, holding hands and pointing the question, there was no other way" - Mr. Hung said.

Minister of Home Affairs Pham Thi Thanh Tra thoroughly grasps the directives of the Politburo, the Law on Organization of Local Government, the Law on Cadres, Civil Servants and legal documents to advise, propose and resolve difficulties and problems for the operation of local governments at both levels, especially at the commune level.
Regarding this, the Ministry of Home Affairs has established a rapid response team led by Deputy Minister Truong Hai Long to handle all problems and difficulties in a timely manner.
"Comrades do not have to worry, let's consider it as if we are living in the same house to be ready to accompany, without any distinction between the Central Government and the locality to achieve the biggest goal, which is to achieve efficiency in operating local government at both levels" - the Minister shared.
