According to Ms. Bui Thi Binh, the arrangement of the organization and apparatus of specialized agencies under the Provincial People's Committee will be carried out to ensure progress, roadmap to come into operation from March 1, 2025 and requirements and goals of streamlining according to the direction of the Central Government.
Quang Ninh has reduced 6 specialized agencies under the Provincial People's Committee, from 20 agencies to 14 agencies; reduced 42 administrative organizations and public service units under specialized agencies and equivalent from 253 units to 211 units;
Arrange 3 Provincial Construction Investment Project Management Boards, reduce to 2 Boards, with a total of 11 affiliated specialized departments;
Quang Ninh has also promptly resolved the retirement policy regime according to regulations for 723 cases of cadres, civil servants, public employees and workers.
Including 93 civil servants, 36 public employees, 556 commune-level cadres and civil servants and 38 labor contracts) at administrative agencies, public service units under the Provincial People's Committee and People's Committees of districts, towns and cities (which have ended operations).

At the same time, the provincial Department of Home Affairs has proactively issued 3 documents guiding the implementation, transfer of documents and payment of preferential policies for people with meritorious services.

Accordingly, in Document No. 09/CV-BCD dated May 30, 2025 of the Government Steering Committee, there is a temporary orientation on the staffing framework of administrative units not including the staffing of the Commune-level Military Command (the staffing of the Commune-level Military Command is implemented according to the instructions of the Ministry of National Defense).
The Law amending and supplementing a number of articles of the Law on Military and Defense stipulates that there are 3 civil servants arranged for the positions: Commander, Deputy Commander, Assistant.
However, there have been no specific instructions on the number of positions and the organizational model of the Commune-level Military Command.
"Regarding this content, we have also made recommendations to the Provincial Military Command and the Ministry of National Defense. The Quang Ninh Department of Home Affairs issued Document No. 2063 dated July 15, 2025, requesting the Ministry of Home Affairs to provide guidance" - said the Director of the Quang Ninh Department of Home Affairs.
From there, the Department of Home Affairs of Quang Ninh said it will continue to advise the Provincial People's Committee to direct the implementation of a number of key tasks.
