Regarding the focus of tasks in the coming time, Minister Pham Thi Thanh Tra suggested that cadres, civil servants, public employees, and workers of the Ministry of Home Affairs pay special attention to many contents.
In particular, Minister Pham Thi Thanh Tra requested high focus, unity in awareness, unity in understanding to advise the Steering Committee to summarize Resolution No. 18-NQ/TW of the Central Committee and the Government Party Committee.
The implementation of the content on the arrangement of administrative units and the development of a model of local government organization must ensure caution, thoroughness and quality, focusing on receiving the opinions of the Politburo at the meeting on March 7, 2025, completing the submission and project on the arrangement and reorganization of administrative units at all levels and building a model of the organization of local government at both levels to ensure adequate political basis, legal basis and practice when implementing the arrangement.
The Minister requested that heads of units proactively disseminate ideas to civil servants, public employees, and workers in the Ministry of Home Affairs with correct awareness of the viewpoints and principles of the arrangement of upcoming administrative units.
The purpose is to expand space for stable development for hundreds of years, with long-term strategic nature, bringing the country into a new era.
Ms. Pham Thi Thanh Tra noted that when arranging, it is necessary to be consistent with history, culture, tradition, religion, ethnicity, national defense, and security, but also need to be associated with natural geographical conditions, socio-economic conditions, socio-cultural conditions, and residential areas; create new conditions for localities to mutually, interact, and develop together, because national interests are paramount and above all.

In particular, it is necessary to focus on completing the dossier for the Law on Organization of Local Government, the Law on Cadres and Civil Servants, the Law on Employment; developing and submitting to competent authorities Decrees and Circulars as planned in March 2025.
It is necessary to conduct a general review and initial assessment of the arrangement of ministries, ministerial-level agencies, agencies under the Government, and specialized agencies under the Provincial People's Committee until March 15, 2025. From there, promptly identify difficulties and problems so that competent authorities can give instructions, resolve them, and adjust them.
Review and evaluate the general situation to propose tasks and solutions for the fields of state management of labor, employment, meritorious people, and wages; the current situation of issues related to the team of cadres, civil servants, and public employees after organization and arrangement.
