According to Minister Pham Thi Thanh Tra, the Ministry of Home Affairs still has many tasks that need to be implemented immediately such as amending Decree 178/2024/ND-CP and guiding circulars.

At the first conference of the Party Executive Committee of the Ministry of Home Affairs for the 2020-2025 term held on March 10, the Minister of Home Affairs said that building and perfecting the institutional system is one of the key, continuous tasks.

Minister Pham Thi Thanh Tra said that in the upcoming National Assembly session, the Ministry needs to advise on the development of related contents of two major laws: the Law on Organization of Local Government (amended) and the Law on Cadres, Civil Servants and Public Employees (amended).

At the same time, the Ministry of Home Affairs is also responsible for advising on amending the Constitution on the arrangement of provincial-level administrative units and the model of two-level local governance.

Notably, Ms. Pham Thi Thanh Tra also mentioned that there are many decrees that need to be implemented immediately such as amending Decree 178/2024 and guiding circulars.

"This amendment is a hot issue that ministries, branches and localities are waiting for from the Politburo's Conclusion Notice 75 to promptly implement policies in the upcoming and recent administrative unit arrangement" - said the Minister of Home Affairs.

In addition, the Minister mentioned advising competent authorities to rearrange provincial-level administrative units, build a two-level local government model, and reorganize grassroots-level administrative units.

"The goal of this arrangement is not simply to streamline the apparatus but more importantly, to expand the space, create new momentum for the country's development, and create long-term stability in the new era" - the Minister emphasized.

In the Conclusion Notice No. 75-TB/TW issued by the Politburo, the Politburo agreed to adjust the scope and subjects of application of policies and support regimes for cadres, civil servants, public employees, workers and armed forces affected in the process of restructuring the apparatus of the political system.

To handle some shortcomings in policies and regimes, the Politburo agreed to adjust with target groups, including:

(1) Cadres who are not old enough to be re-elected or reappointed and cadres who are old enough to be re-elected or reappointed by Party committees at the same level and have a working period from the date of the congress and from 30 months to 60 months are eligible for retirement age;

Cadres participating in Party committees in Party committees must complete their activities and perfect the organizational apparatus, and have reached retirement age of 60 months or less, and wish to retire early to facilitate personnel arrangement and be approved by competent authorities (stipulated in Clauses 1, 2, 3, 4, Article 2, Decree 177/2024/ND-CP).

(2) Cadres, civil servants, public employees, and workers receiving salaries from the state budget according to the provisions of labor law before January 15, 2019, who have 5 years left until retirement age in agencies and public service units of the Party, State, and socio-political organizations from the central to district levels and armed forces are not directly affected by the arrangement of the apparatus but must streamline the payroll, streamline the apparatus, restructure and improve the quality of cadres, civil servants, and public employees of the political system.

(3) People working within the staffing quota and receiving salaries from the state budget at associations assigned by the Party and the State at the central and local levels due to the direct impact of the implementation of organizational arrangement, consolidation and consolidation.
