On the morning of July 25, the Ministry of Home Affairs held a conference to review the work of the first 6 months of the year and deploy the work tasks of the Home Affairs sector for the last 6 months of 2025.
Speaking at the opening of the conference, Minister of Home Affairs Pham Thi Thanh Tra suggested that the delegates analyze and clarify the experiences or lessons learned through the arrangement of the apparatus of administrative units at all levels from the locality as a basis for general practice into theory on the organization of the apparatus in the process of building and developing our country.
Focus on assessing the advantages, difficulties and problems of localities in operating the current two-level local government model.
Propose solutions to resolve the problem after arranging solutions in a timely and quick manner or with a reasonable roadmap, creating the most favorable conditions for localities in the operation of local government at two levels.
"Together, share good practices, outstanding and effective policies in organizing the implementation and operation of two-level local governments in their localities so that other provinces can refer to them. The Ministry can synthesize experiences and adjust institutions and policies to ensure reasonable and effective synchronization" - the Minister suggested.
Also at the conference, Deputy Minister of Home Affairs Truong Hai Long presented a summary report on the work in the first 6 months of the year and deployed work tasks for the last 6 months of 2025.
The Deputy Minister said that the settlement of regimes and policies for cadres, civil servants and public employees after the arrangement of administrative units has been of interest to ministries, central agencies and localities, grasping the situation of concerns and aspirations to resolve according to regulations.
Accordingly, up to now, the total number of people who have decided to quit their jobs is 85,447 people; the number of people who have quit their jobs is 77,278 people (retired and severed);
The number of people submitting to competent authorities for funding approval and the number of people who have been approved by competent authorities for funding is 74,248 people, of which: 20,417 people are submitting to competent authorities for funding approval;
Notably, 53,831 people have been approved for funding by competent authorities (of which, the number of people who have received money is 41,031 people, accounting for 76.22%).
According to Deputy Minister Truong Hai Long, the Home Affairs sector has demonstrated a strong leadership and direction role in implementing complex tasks such as summarizing Resolution No. 18-NQ/TW, especially perfecting institutions and policies on the arrangement of the apparatus and administrative units, ensuring synchronization with Party regulations.
The arrangement of the apparatus, administrative units and the implementation of the 2-level government model are carried out methodically and basically synchronously.
Public service reform, civil service reform and administrative reform are promoted, contributing to improving discipline, order and operational efficiency of the state apparatus.
Localities have proactively coordinated with the Ministry of Home Affairs to promptly advise competent authorities on the arrangement of the apparatus, the arrangement of administrative units, and the organization of local governments at 2 levels; implementing regimes and policies for cadres, civil servants, and public employees.
