The Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" issued Official Dispatch No. 43-CV/BCD on the Plan to continue reorganizing the apparatus of the political system.

Official dispatch No. 43-CV/BCD outlines the contents and tasks for implementation after the Resolution and Conclusion of the 11th Conference of the 13th Central Executive Committee.

In particular, provincial and municipal Party Committees directly under the Central Government will lead and direct the development of a detailed project on not organizing at the district level, rearranging and reorganizing commune-level administrative units (pay attention to the arrangement of cadres, headquarters, vehicles, equipment) according to the direction of the Politburo, the Secretariat, and the instructions of the Government Party Committee (to be completed before June 30, 2025);

At the same time, coordinate with Party committees at the Central level, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, and Central organizations to implement the plan to merge provinces.

According to the Official Dispatch, the provincial and municipal Party Committees directly under the Central Government (before the arrangement): Coordinate with the Central Organizing Committee in advising the Politburo to appoint the executive committee, standing committee, Secretary, Deputy Secretary, member of the inspection committee, Chairman, Deputy Head of the inspection committee of the provincial Party Committee (after the arrangement) for the 2020-2025 term.

Coordinate with provincial and municipal Party Committees (whose merger policy has been approved by the Central Executive Committee) to prepare draft documents of provincial and municipal Party Committees (after the merger) and prepare for organizing provincial and municipal Party Congresses (after the merger) for the 2025-2030 term.

Implement the contents to ensure the operation of agencies, units of Party agencies, authorities, and the Fatherland Front at the commune level. Complete before June 30, 2025.

Direct the organization of congresses of Party committees of communes, wards and special zones for the 2025-2030 term. Complete before August 31, 2025.

Provincial and municipal Party Committees directly under the Central Government (after the arrangement): Establish, decide on functions, tasks, and organize a apparatus of specialized agencies to advise and assist provincial and municipal Party Committees.

Lead and direct the establishment and decision on functions, tasks, and organization of specialized agencies under the People's Committees of provinces and cities.

Lead and direct the establishment and decision on the functions and tasks of the Vietnam Fatherland Front agencies of provinces and cities.

Lead and direct the arrangement and assignment of cadres, civil servants, public employees, and workers; arrange headquarters, equipment, and conditions to ensure service for the work of Party committees, authorities, the Fatherland Front, and functional agencies of provinces and cities. Complete before July 15, 2025.

Lead and direct the consolidation of the organization and cadres of the Party Committees of Party agencies, People's Committee Party Committees, Military Party Committees, Police Party Committees, and Party Committees in places with unique characteristics under the Provincial Party Committee and City Party Committee. Complete before July 15, 2025.
