The Ministry of Home Affairs has issued Circular 004/2025/TT-BNV, regulating the salary level of domestic consultants as a basis for determining the price of consulting packages.
takes effect from July 1, 2025, this Circular stipulates the monthly salary level applicable to consultants with a working period of 26 days at 4 levels.
The weekly salary applies to consultants with a working period of 6 days, determined based on the monthly salary level prescribed above multiplied by 12 months, divided by 52 weeks.
The daily salary applies to consultants with a working time of 8 hours, determined on the basis of the monthly salary specified above divided by 26 days.
The hourly salary applies to consultants with less than 8 hours of working time, determined based on the monthly salary level prescribed above divided by 26 days and 8 hours.
The Circular clearly states that the salary for consultants specified above is the maximum, including salary for holidays, Tet holidays, full-time work days according to the provisions of the Labor Code, social insurance, health insurance, unemployment insurance and personal income tax under the responsibility of employees according to the provisions of current law on social insurance, health insurance, unemployment insurance and personal income tax.
The above salary does not include the cost of social insurance, health insurance, unemployment insurance under the responsibility of employers according to current laws on social insurance, health insurance, unemployment insurance and management costs of management units, employing experts (if any), travel expenses, surveys, office rental, communication and other expenses to ensure that consultants perform their duties.
