According to Ms. Truong Thi Khanh (character's name has been changed), in Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025, the Ministry of Home Affairs has oriented the list of job positions (VTVL) at the commune level, in which the Department of Culture - Society has a position in charge of many fields: Radio, television, journalism, grassroots information, foreign affairs information, post, information technology application, electronic transactions, digital government, digital economy, digital society and digital transformation.
These tasks are currently implemented according to the instructions in Circular No. 09/2023/TT-BTTTT of the Minister of Information and Communications (old).
Ms. Khanh said that after the Ministry of Information and Communications was dissolved and merged into the Ministry of Science and Technology, tasks related to radio, television, journalism, basic information and foreign information were transferred to the Ministry of Culture, Sports and Tourism for management.
However, in the new VTVL list, these fields are not arranged for specialists in charge of culture, sports, and tourism, but continue to be classified in the VTVL of specialists in charge of applying information technology and digital transformation.
According to Ms. Khanh, such an arrangement is likely to lead to overlapping functions, making it more difficult to implement tasks at the commune level, especially when a position has to carry many areas of work with completely different characteristics.
Regarding Ms. Khanh's reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal
According to the Ministry of Home Affairs, the determination of legal requirements mentioned above in Official Dispatch No. 7415/BNV-CCVC is based on the provisions of Circular No. 09/2023/TT-BTTTT of the Minister of Information and Communications guiding the legal regulations of civil servants specialized in information and communication in agencies and organizations in the information and communication industry and field.
At the same time, in Official Dispatch No. 7415/BNV-CCVC assigning the People's Committees at the commune level to base on the actual situation in the area and the requirements of key tasks in the labor sector at the commune level, the People's Committees at the commune level proactively determine the requirements for the training of civil servants to arrange them appropriately, ensuring good implementation of assigned tasks.
