The Minister of Home Affairs said that according to the registration of ministries, branches and localities, about 90,000 cadres, civil servants and public employees have registered to retire from now until December 31.

On the afternoon of June 5, the National Assembly Standing Committee gave its opinion on the project to reorganize provincial-level administrative units in 2025; reviewed and approved the principles of the resolutions on reorganizing commune-level administrative units in 2025.

Speaking to explain and clarify some contents, Minister of Home Affairs Pham Thi Thanh Tra was moved and choked up, having to stop for 2 minutes to start speaking.

"The National Assembly Standing Committee decided on a historic issue, perhaps a precedent since the founding of the country. That is why we have many emotions and emotions," said the minister.

Regarding the arrangement of cadres, civil servants and public employees affected by the arrangement of administrative units, the minister said that recently, the Government has issued relevant decrees to address this issue, which is currently in the process of implementation.

According to statistics, the Government has resolved policies and regimes for 23,000 cadres, civil servants and public employees affected by the arrangement of ministries, ministerial-level agencies and localities in phase 1 and entered part of phase 2.

"According to the registration of ministries, ministerial-level agencies and localities, there are about 90,000 cadres, civil servants and public employees registered to retire from now until December 31, 2025, in accordance with the spirit of Decree 178/2024, Decree 67/2025 as well as related decrees of the Government", said Minister Pham Thi Thanh Tra.

In the spirit of the direction of the National Assembly and competent authorities, Ms. Pham Thi Thanh Tra said that the Ministry of Home Affairs has drafted and submitted to the Government a decree to replace Decree 29/2023 regulating staff streamlining.

The Minister stated that this document can solve problems related to staff streamlining in conjunction with restructuring and improving the quality of the staff; at the same time, solve the regime and policies for non-professional people.

"The problem is that when implementing the arrangement of commune-level administrative units, the nature, characteristics, requirements and goals of the new commune are very special, the tasks are very heavy.

However, Conclusion No. 150 of the Politburo stipulates principles and standards for cadres at all levels. This is a very tight and handy basis for localities to implement and localities are also ready to implement," said the Minister of Home Affairs.

Regarding the selection of commune-level cadres after the merger, the Ministry of Home Affairs issued additional specific guiding documents on standards for commune-level cadres and civil servants for implementation on June 4.

Regarding issues related to stabilizing the organizational apparatus and preparing the team of cadres and civil servants in places that have to move to the administrative center area, the Ministry of Home Affairs has issued specific instructions, the Government has also issued close instructions, localities have plans and many localities have timely policies to be proactive.

Regarding the handling of public assets, the minister stated that the current issue is very hot. The Government has also issued 2 telegrams assigning very specific tasks to each ministry and branch.

"In the upcoming training session (expected on 14-15.6), the Ministry of Finance will provide very specific instructions. However, handling the issue of public assets cannot be done every day and every two days, it will take several years," said the Minister of Home Affairs.
