Ministry of Home Affairs guides on allowances for Directors of Commune Service Centers

The Ministry of Home Affairs has just responded to a proposal on the regime of position allowances for the Director and Deputy Director of the Commune Service Service Center.

Mr. Nguyen Hoang Huy (name changed, Tay Ninh) said that the Government has issued Decree No. 07/2026/ND-CP dated January 10, 2026, which specifically stipulates the regime of position allowances for leadership positions of commune-level People's Committees and professional departments under commune-level People's Committees.

However, according to Mr. Huy, there is still no guiding document on the regime of position allowances for the titles of Director and Deputy Director of the Commune Service Service Center - a public service unit established after implementing the two-level local government model.

From the above reality, Mr. Huy requested competent authorities to clarify which positions of Director and Deputy Director of the Commune Service Service Center are entitled to position allowances according to regulations or guiding documents.

Regarding Mr. Huy's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Accordingly, on January 10, 2026, the Government issued Decree No. 07/2026/ND-CP, which stipulates leadership position allowances for positions under commune-level People's Committees.

Based on Clause 9, Section II of Circular No. 83/2005/TT-BNV dated August 10, 2005 of the Minister of Home Affairs guiding the amendment and supplementation of the salary grade promotion regime and salary allowance regimes for cadres, civil servants, and public employees, it has guided on leadership position allowances for leadership titles in organizations that do not specifically stipulate the level of leadership position allowances or do not stipulate the framework of leadership position allowances in Decree No. 204/2004/ND-CP.

The organization of the implementation of regimes and policies for cadres, civil servants, and public employees in provinces and cities directly under the Central Government (provincial level) is under the authority of the Provincial People's Committee.

Therefore, the Ministry of Home Affairs requests him to contact the specialized agency of the People's Committee of Tay Ninh province (Department of Home Affairs) for specific answers.
