Ministry of Home Affairs responds to petitions on the time to enjoy new salary grades for teachers

The Ministry of Home Affairs has just responded to the petition of a secondary school teacher about the time to receive a new salary grade.

Mr. Nguyen Duy (name of the character changed) said that he is a secondary school teacher, was appointed to the industry and received official salary from June 16, 2016. According to the regulation of regular salary grade promotion every 3 years, by June 16, 2026, he is eligible to be promoted to salary grade 3.

However, when implementing the salary regime, the unit's accounting department said that he must wait until July 1, 2026 to receive a new salary grade. Mr. Duy wondered if the time for salary grade promotion is June 16, 2026, will the salary difference from June 16 to the end of June 2026 be paid or not.

Regarding Mr. Duy's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The regime of early salary increase for cadres, civil servants, public employees and employees is regulated in Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and employees.

Accordingly, the cases are included in the time for considering regular salary promotion, including:

Working holidays are entitled to full salary according to the provisions of labor law;

Maternity leave period according to the provisions of law on social insurance;

Time off due to illness, occupational accident, occupational disease entitled to social insurance cumulatively from 6 months or less (during the term of holding rank) according to the provisions of law on social insurance;

The time decided by competent authorities to be sent to work as experts, study, intern, work, survey in the country, abroad (including the time to go under the spouse regime according to the Government's regulations) but still on the salary payment list of agencies and units.

The organization of policy implementation for cadres, civil servants, and public employees in Bac Ninh province is under the authority of the Chairman of the Provincial People's Committee.

Therefore, the Ministry of Home Affairs has requested him to contact the agency managing cadres, civil servants, and public employees of Bac Ninh province (Department of Home Affairs) for answers.
