The Minister of Home Affairs said that based on functions, tasks, population size and job positions, the payroll will be assigned from 2026.

In the implementation phase of the 2-level local government model, in the immediate future, the number of cadres, civil servants, public employees, and contract workers will be basically kept unchanged to arrange and assign work at the corresponding agency, organization, or unit or assign work at the commune level.

After that, streamline the payroll in conjunction with restructuring, improve the quality of the team according to the roadmap, ensure that within 5 years the number of payrolls is basically implemented in accordance with regulations.

At a recent conference on the implementation of the 2-level local government model, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is focusing on perfecting the system of decrees and circulars guiding the organization of the apparatus, job positions and civil servant structure. This is to facilitate localities in arranging personnel and allocating staff.

Minister Pham Thi Thanh Tra also said that currently, the Ministry of Home Affairs has not specifically regulated the payroll and job positions to facilitate localities in operating the new model. After that, based on the functions, tasks, population size and job position, the Ministry of Home Affairs will assign staff from 2026.

According to Lao Dong reporter's research, in Hung Yen, the number of cadres and civil servants in the government sector of 104 communes and wards assigned according to regulations is 3,328; the number of commune-level civil servant positions is expected to increase according to the population size and natural area of 890 positions.

The number of current staff and civil servants in 104 communes and wards is 3,987 people. The number of commune-level cadres and civil servants to be streamlined according to the 5-year roadmap is 231 people.

By July 1, the province had arranged enough civil servants for the positions of Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the commune level; 184/208 people for the positions of Vice Chairmen of People's Council committees...

In Ho Chi Minh City, the City People's Committee has directed relevant departments, branches and units to develop a project to organize and reorganize the apparatus in phase 2, ensuring that it is suitable for reality and completed before July 21 to submit to competent authorities for consideration and decision.

After having a decision from the competent authority, it will develop regulations on the functions, tasks, powers and organizational structure of its agency in accordance with regulations and practice, and submit to the City People's Committee for consideration and decision.

In Nghe An, the whole province currently lacks more than 4,000 teachers in preschool and general education to meet the prescribed teacher/class ratio.

One of the key tasks and solutions emphasized is the requirement to promptly recruit correctly and fully teachers according to the number of positions assigned by competent authorities; review the arrangement and regulation of preschool and general education teachers between educational institutions in the area to overcome the situation of over and under-reliance on local teachers.

Chairman of Phu Tho Provincial People's Committee Tran Duy Dong requested the Department of Home Affairs to preside over and report back the plan to implement the recruitment form for 557 assigned teacher positions in Phu Tho province (old), and report back the plan to implement the recruitment form before July 25.

The Phu Tho Department of Home Affairs is also assigned to review the overall number of teachers lacking in the entire Phu Tho province after the merger, and report to the Provincial People's Committee before July 31.
