Mr. Pham Van Hung (character's name has been changed) is a retired military officer in 2018. In March 2019, Mr. Hung participated in local work and was elected as additional Vice Chairman of the Ward Veterans Association for the 2017-2022 term from March 2019 to March 2022.
At the 2022-2027 term congress, Mr. Hung was elected as Chairman of the Ward Veterans Association, currently receiving a salary of 2.34, with a responsibility allowance of 0.15.
"I have to retire from the association from July 1, 2025 due to administrative unit arrangement. Am I entitled to any support policies when I retire?" - Mr. Hung wondered.
Regarding Mr. Hung's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
On June 15, 2025, the Government issued Decree No. 154/2025 regulating staff streamlining, in which Clause 4 and Clause 5, Article 2 of the Decree covered the subjects of non-professional workers at the commune level, in villages and residential groups.
Article 9 of the Decree clearly states that non-professional workers at the commune level who have not reached the retirement age prescribed in Appendix I and Appendix II issued with Decree No. 135/2020 (excluding the subjects specified in Clause 2 of this Article) are entitled to the following benefits:
For those who have worked for less than 5 years, they will enjoy the following benefits:
Receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of work.
Receive a subsidy equal to 1.5 times the current monthly allowance for each year of work.
Receive a subsidy of 3 months of current monthly allowance to find a job.
Receive a period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
For those who have worked for 5 years or more and have less than 5 years until retirement age, they are entitled to the following benefits:
Receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to retirement age.
Receive a subsidy equal to 1.5 times the current monthly allowance for each year of work.
Receive a subsidy of 3 months of current monthly allowance to find a job.
Receive a period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
For those who have worked for 5 years or more and have reached the retirement age of 5 years or more, they are entitled to the following benefits:
Receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by 60 months.
Receive a subsidy equal to 1.5 times the current monthly allowance for each year of work.
Receive a subsidy of 3 months of current monthly allowance to find a job.
Receive a period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
For cases where commune-level cadres are retiring or are over the prescribed working age, they are not subject to the Decree regulating staff streamlining.
Therefore, the Ministry of Home Affairs recommends that he study the above regulation to implement.
