The Ministry of Home Affairs responds to difficulties of part-time workers regarding subsidies

Part-time workers at the commune level should clarify how to calculate the allowance due to the difference between the prescribed coefficient and the actual allowance level they are receiving.

Ms. Nguyen Thi Minh is currently a part-time employee, in charge of a commune radio station in Bac Ninh province. According to Ms. Minh, she is currently receiving allowances according to Resolution 12/2024 of the People's Council of Bac Ninh province with a coefficient of 1.5, along with a university degree allowance of 0.84. Thus, the total allowance coefficient she is receiving is 2.34.

Previously, she had sent a question to the authorities to clarify the level of benefits according to Decision 154. Although she received feedback from the Ministry, according to Ms. Minh, the answer did not specifically state her case, making it impossible for her to use as a basis for petitioning the local competent authority.

From that reality, Ms. Minh hopes to receive a clearer and more specific answer: When resolving the regime under Decision 154 will it be calculated according to the allowance coefficient of 1.5 or according to the actual level of 2.34?

Regarding Ms. Minh's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.

Pursuant to Clause 5, Article 5 of Decree No. 154/2025/ND-CP, the working period to calculate the allowance for part-time workers at the commune level includes the working period in the title of part-time workers at the commune level but not paying compulsory social insurance.

Accordingly, the 10 years of working as a part-time worker at the commune level of the above citizens are counted for the allowance according to the provisions of Clause 1, Article 9 of Decree No. 154/2025/ND-CP.
