Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 111/CD-TTg requesting ministries, branches and localities to focus on removing difficulties in implementing administrative procedures, digital transformation in the first phase of operation of the 2-level local government model.
The Prime Minister requested the Head of the Government backlog to preside over and closely coordinate with localities, speed up the issuance of new, extended, and changed digital signature information for individuals and organizations, and resolve it thoroughly to serve the settlement of administrative procedures and handling work at all levels of government. Complete in July 2025.
Ministers of ministries and ministerial-level agencies are responsible for urgently reviewing and issuing detailed and unified guiding documents nationwide on new professional processes after the arrangement of administrative units. Complete in July 2025.
Review, standardize, announce amendments and supplements to the collection rate and fees for administrative procedures (AP) according to new regulations from July 1, 2025 (if any), as a basis for localities to update, publicize and organize the implementation of AP, to be completed before July 20, 2025.
Regularly review, publish and update, fully, promptly and accurately publicize administrative procedures on the National Database on administrative procedures according to the provisions of newly issued legal documents.
Coordinate with the People's Committees of provinces and cities to train and provide professional and technical guidance to local cadres, civil servants and public employees, especially the new administrative procedures and tasks that are decentralized, delegated authority, and have their authority determined, to be completed in July 2025.
The Minister of Home Affairs shall preside over and coordinate with ministries, branches and localities to review, assess the current situation and have plans to coordinate and supplement human resources appropriately for the commune level to ensure the implementation of assigned tasks according to Plan No. 02-KH/BCDTW.
The Minister of Finance shall preside over and coordinate with relevant agencies to issue unified instructions on the process of collecting fees, fees online and using electronic receipts. Complete in July 2025.
The Chairmen of the People's Committees of provinces and centrally run cities are responsible for reviewing and perfecting regulations and rules on management and operation of common information systems of provinces and cities in accordance with the arrangement of administrative units and implementation of the 2-level local government organization model. Review and arrange sufficient human resources for communes and wards in accordance with the scale and number of records received and processed, especially tasks and procedures for newly decentralized, assigned authority or with a large number of records such as: land, household registration, construction, etc.
At the same time, there are solutions to increase support from provincial-level cadres and civil servants to commune-level cadres, ensuring effective implementation of tasks and administrative procedures, avoiding overload and congestion.
Review, research, arrange points for receiving and returning administrative procedure settlement results of the Commune-level Public Administration Service Center in accordance with geographical conditions, population management, scale, number of administrative procedure records, ... according to the provisions of Decree No. 118/2025/ND-CP.
Create favorable conditions for people to access and carry out administrative procedures; organize the implementation of administrative procedures outside administrative boundaries within the provincial level.
